Any idea about penalty adjustment

I have a flat in T9, and got the demand letter on completion of flooring. Please advise, as to from what date the penalty will be counted against the builder... This will help in taking up our case for adjustment of penalty from the current demand and next last and final demand and pay the remittance accordingly,
