Is HUDA accoutable for development of new sectors Faridabad?

I was browsing the net and got this statement from JNU Urban Development planning

"........The Development Plan (DP) for Faridabad was prepared for the period 1991- 2011, for the erstwhile municipalities of Faridabad Township/ NIT, Old Faridabad, Ballabgarh and 38 revenue villages, altogether referred to as the Faridabad Controlled Area. The DP was prepared comprising 91 sectors to accommodate an estimated population of 17.5 lakhs by 2011.........."

So, it clearly says Population of 17.5 lakhs by 2011 in 91 sectors of Faridabad. Currently, it will be around 1/2 of target.

So, HUDA had to develop infrastructure for these sectors but it kept on sleeping. Builders are completing their projects by 2011 according to proposed plans. Definitely, HUDA is accountable.
