JNNURM Report and Funds for Greater Faridabad

As Mr. BlessU told that Faridabad is the biggest beneficiary of JNNURM funds in Haryana. Yet, despite of such huge funds, development is lacking. Report prepared by MCF/JNNURM is here (Note pdf is about 10 MB) :

Interestingly as rightly pointed by BlessU, it talks about funds allocation for Sewerage Treatment Plants (STP) explicitly and other infrastructure facilities for Greater Faridabad (Sectors 75 to 89) too. Sectors 75 to 89 are an integral part of this report, rightly so since these sectors are part of Faridabad Master Plan since 1991. So, if such huge funds are coming from JNNURM for these facilities, then why HUDA is not utilizing these funds? Is HUDA not aware of these funds or are there communication gaps between MCF and HUDA?
