Town and Country Planning asks for 60 new sectors and all Faridabad urban

Town and Country Planning has sent proposal for approval to Chief Minister, Shri Hooda for 60 new sectors and making all of Faridabad urban. This is ridiculous as they have not been able to develop even 15 new sectors in 20 years (Sectors 75 to 89 were first introduced in 1991 Master Plan by TCP). Additionally, they are sitting on thousands of complaints against builders that have been submitted to their various offices in Faridabad. ONLY reason for this action that I think that is that they want to earn Licence Fees, External and Internal Development charges, double/triple taxation and lot of Corrpution Money.

The entire district of Faridabad will be declared an “urban area” under the Haryana Development and Regulation of Urban Areas Act, 1975. A proposal to this effect has been moved by the Town and Country Planning Department to Chief Minister Bhupinder Singh Hooda for approval.

The move is expected to shift the focus of urban development within the district from the Delhi-Mathura highway to areas bordering Uttar Pradesh and Gurgaon. Other than the already developed 90 Sectors in Faridabad, an additional 60 sectors are expected to be carved out.

The new sectors will be developed beyond the present green belt that more or less defines the extent of the current urban area limit.

The move also ensures that no private colony can now come up anywhere in Faridabad without a valid licence from the Town and Country Planning Department. This is expected to regulate the haphazard development within the district. The government also hopes to earn revenue from licence fee, external development charges and change of land use charges.

Currently, less than 40 per cent of the district’s total geographical area of over 1,800 square kilometres is notified urban area under the Act. The large part of the district development plan, falling within the “controlled areas” as defined in the Act, will also be included in the notified urban area.

The extent of the notified urban area of Faridabad district is being revised by the state government after 21 years. The last plan for the district’s development was notified in December 1991 and was valid until 2011.

A large part of the newly defined Master Plan would be retained for agriculture. The developed areas would include largely residential and institutional areas. Separate chunks within the plan would be defined as industrial areas and green belts.

The development of the residential, commercial and institutional areas will be under the Haryana Urban Development Authority (HUDA) though the state expects private developers to step in a big way in the newly defined areas. The Haryana State Industrial Development Corporation (HSIDC) will control the industrial estates.
