Delhi High Court allows CAG to audit accounts of private telcos, can Builders be?

Delhi High Court has allowed CAG to audit private Telecom companies. Opposing Telecom operators plea, Central Govt. argued that spectrum is not not sold but licensed and the property of the nation. In the same way, Town and Country planning department issues licenses to private colonizers to fulfill Govt. agenda of providing housing to citizens of India. But colonizers in active nexus with corrupt Govt. indulge in cheating and looting of home buyers. I believe CAG should also be given power to audit colonizers accounts
