Kalindi Kunj bypass project revived
Plan Has Faced Hurdles Since 2002 Due To Land Acquisition Issues With The UP Govt

New Delhi: The Kalindi Kunj bypass project, which is expected to reduce travel time between Delhi and Faridabad, has been revived and is being planned in a publicprivate partnership (PPP) mode.
After the project, which was initiated by the Delhi government in 2002, ran into several hurdles due to land acquisition issues with the Uttar Pradesh government, the public works department (PWD) is planning a realignment of the bypass to minimize the hindrances and will soon appoint the consultants for the new plan.
“The consultants have been chosen keeping in mind their experience in handling such projects and can suggest a plan where hindrance-free land is available. It will be a joint venture between two consultants who will submit a detailed project report in eight months. This report will include statutory clearances for land acquisition, a new alignment for the bypass, soil testing and a topographical survey as most of the bypass will run along the Yamuna,” said a senior official connected with the project.
Construction will start only after getting the requisite clearances from the Delhi government, Delhi Urban Art Commission (DUAC) and UTTIPEC, the apex infrastructure body. As the 27km bypass — from Kalindi Colony near the Yamuna to Palwal in Haryana along the western banks of the river — will be close to the Jasola bird sanctuary, the project will also need environmental clearance. Land will also have to be acquired from the UP irrigation department as it has an office and a residential colony in the area, said PWD officials.
“The consultants will conduct a detailed feasibility study and work around the hurdles faced by the project. The government will then take a final call on the suggestions,” said the official.
They will also consider a plan to build the road near the Yamuna bank on stilts. “The road will be elevated. The earlier plan had the road on the embankment, which invited objections,” added the official. Around 30 boundary pillars have already been built near DND to mark the site of the bypass project and two kilometers of the land on the Yamuna embankment strengthened.
The bypass is supposed to create an alternative route for commuters travelling from Delhi to Faridabad apart from the Mathura Road, and would cut travel time. “It will decongest traffic on NH-2 between Kailgaon near Faridabad in Haryana and Delhi,” said the official.
The government had earlier sanctioned nearly Rs 100 crore to construct the 14km stretch of the bypass that falls in Delhi. The remaining 13km in Haryana has already been constructed.
Construction on the 6.5km bypass from the Kalindi Kunj Colony Ring Road to Kalindi Kunj Road was awarded in March 2003 at a cost of Rs 63.41 crore. The project was to start on May 15, 2003, and to be completed by May 14, 2005. However, the UP government refused to part with its land.
Then In June 2006, the Delhi high court passed an order prohibiting road construction within 300 metres from the edge of the river. Later that year, the court modified the order, allowing a road to be built 120m away from the river. But the UP government refused to budge an inch on the bird sanctuary and sand mound near the Yamuna. In May 2007, PWD decided to stop the work after having spent Rs 52.50 crore on the project.
FINAL PUSH
The bypass will be an additional road between Delhi and Faridabad which will cover the 13.2KM distance between DND flyover (Delhi side) and Kailgaon village along the Yamuna bank
Portion between Kailgaon and Badarpur border has been developed by Haryana government Portion from Badarpur border to Maharani Bagh near DND will be constructed by Delhi govt on PPP mode. Consultants are being appointed
They will have 8 months to study the area and get statutory clearances for land acquisition, alignment of bypass road, soil testing and topographical survey.
Consultants will submit detailed project report after which PWD will seek clearance from government, DUAC and UTTIPEC 30 boundary pillars have been constructed along Yamuna bank to mark the area. Some land has to be acquired from Uttar Pradesh irrigation department. Part of the bypass may be elevated on stilts as well

Kalindi Kunj Expressway is the project which is stuck because of multitude of agencies and litigations. I think NCR Planning Board can intervene in this to get this project see the light of the day.

फरीदाबाद॥ हूडा ने फरीदाबाद से नोएडा की राह आसान करने के लिए दिल्ली से आते समय आगरा नहर के लेफ्ट साइड में बने सिंगल रोड को चौड़ा करने की प्लानिंग शुरू कर दी है। इससे फरीदाबाद, ग्रेटर फरीदाबाद और करीब 100 गांव के लोगों को फायदा होगा। हूडा फरीदाबाद में इस रोड को चौड़ा करेगा। इसके लिए यूपी के अधिकारियों ने सहमति दे दी है। इतना ही नहीं, आगरा नहर पर बनने वाले 4 पुलों के साथ ही इस रोड के लिए सर्वे करने और डिजाइन तैयार करने के लिए यूपी के सिंचाई विभाग ने हूडा से 50 लाख रुपये मांगे हैं। इस रोड के बनने के बाद शहर के लोगों को सरिता विहार जाने की जरूरत नहीं होगी, बल्कि सीधे नोएडा पहुंचा जा सकेगा। वहीं, दिल्ली की सीमा में आने वाले इस रोड के करीब 9 किमी के हिस्से को लेकर क्या प्लानिंग है, इस बारे में हूडा अधिकारी को कुछ खास जानकारी नहीं है।

हाइवे का दबाव कम करने के लिए आगरा नहर के साथ बन रहे बाईपास रोड पर भी ट्रैफिक बढ़ने लगा है। भविष्य की जरूरतों को ध्यान में रखते हुए हूडा ने आगरा नहर के साथ एक और बाईपास रोड बनाने की प्लानिंग की है। आगरा नहर के लेफ्ट साइड में यूपी सिंचाई विभाग की जमीन पर फिलहाल एक सिंगल रोड है। यह सड़क आईएमटी के पास से शुरू होकर कालिंदी कुंज तक जाती है। लगभग 25 किमी लंबे इस रोड का 16 किमी का एरिया फरीदाबाद में आता है और 9 किमी दिल्ली में। सेहतपुर एक्सटेंशन से लेकर ग्रेटर फरीदाबाद के सेक्टर-75 तक रोड को चौड़ा करने की है प्लानिंग हूडा अधिकारियों ने की है, जिसकी कुल लंबाई लगभग 13 किलोमीटर है।

यूपी सिंचाई विभाग बनाएगा रोड : आगरा नहर पर यूपी सिंचाई विभाग का अधिकार है। सड़क की जमीन यूपी सिंचाई विभाग के अंडर आती है। हूडा एसडीओ राजीव शर्मा ने बताया कि यूपी सिंचाई विभाग के अधिकारियों ने रोड को चौड़ा करने के लिए अपनी सहमति जताई है। फरीदाबाद क्षेत्र में रोड का निर्माण यूपी सिंचाई विभाग करेगा , जबकि खर्च का भुगतान हूडा करेगा।

जल्द शुरू होगा सर्वे : राजीव शर्मा ने बताया कि रोड को चौड़ा करने के लिए और ग्रेटर फरीदाबाद को फरीदाबाद से जोड़ने के लिए आगरा नहर पर बनने वाले 4 पुलों का सर्वे करने व डिजाइन तैयार करने के लिए यूपी के सिंचाई विभाग ने 50 लाख रुपये मांगे हैं। इसके लिए बजट तैयार कर मंजूरी के लिए भेज दिया गया है। मंजूरी मिलने के बाद यूपी सिंचाई विभाग को पैसा दे दिया जाएगा। इसके बाद रोड को चौड़ा करने का सर्वे यूपी सिंचाई विभाग द्वारा शुरू कर दिया जाएगा। सर्वे के बाद वो लोग हमें बजट तैयार कर देंगे। उसके बाद हूडा द्वारा पैसा जारी किया जाएगा और काम शुरू कर दिया जाएगा।

लाखों लोगों को मिलेगा फायदा : रोजाना हजारों लोग फरीदाबाद से नोएडा और वहां से फरीदाबाद आते हैं। इनमें से अधिकांश बदरपुर बॉर्डर को क्रॉस कर दिल्ली की सीमा में प्रवेश करने के बाद सरिता विहार होते हुए आते - जाते हैं। यह रास्ता न केवल लंबा है , बल्कि कई जगह जाम का सामना भी करना पड़ता है। हूडा की यह योजना सिरे चढ़ जाती है तो इस रोड के चौड़ा होने के बाद बाईपास रोड स्थित पल्ला पुल को ही क्रॉस कर शहर के लोग इस रोड के जरिए सीधा कालिंदी कुंज पहुंच पा एंगे।

New Delhi : The Kalindi Kunj bypass project, which is expected to reduce travel time between Delhi and Faridabad and decongest Ashram Chowk, may finally take off after its conception in 2002, with three proposed alignments having been submitted by Public Works Department to Unified Traffic and Transportation Infrastructure (planning and engineering) Centre (UTTIPEC) for clearance.
“Our consultant had submitted a feasibility report on the Kalindi Kunj bypass, giving three proposed alignment possibilities for the project. We have submitted the same to UTTIPEC a week back. We expect them to finalise the best alignment for the bypass,” a PWD official said.

Land acquisition issues concerning the Uttar Pradesh government had earlier led to discontinuation of work by PWD in 2007, after an expenditure of Rs 52 crore. This bypass is expected to begin at Ring Road near DND flyover and end near Badarpur Border, according to the feasibility report.

According to PWD, the advantages and disadvantages of each of the alignments will have to be assessed before narrowing down on one option. “The starting point will be Ring Road near DND flyover, with it terminating near Badarpur Border. The report says the total length of each alignment, the length of elevated structures, land acquisition required in each case besides giving other details,” a PWD official said.

For instance, in alignment-1, the Jasola bird sanctuary is coming in the way and the affected colonies will be Abul Fazal, Shaheen Bagh etc, while in alignment-2, the disruption is minimal. In alignment-3 too, Holy Family Hospital and colonies like New Friends Colony, Zakir Nagar and Haji Colony will be affected.

“Kalindi Kunj bypass will not only provide additional connectivity between Delhi and Faridabad but will also decongest NH-2 besides helping in easing congestion at Ashram junction,” the official said.
