I would propose that a legal notice be sent through GFWA for refund of the roll back amount along with calculations for the same. Since everyone in the chain of events starting from HUDA, Builder charge interest on outstandings it may also be suggested to ask for interest @ 12% pa beyond 30 days from the date of notification.
Onus of providing the notification is not on the subscriber as the bipartite agreement of licensing is between the builder and DTCP.
Here a new EDC RELIEF policy has been announced by DTCP to give builders another reason to delay by 15 months.

Courtesy an amendment made in the Haryana development and Regulation of Urban Areas Act 1975, the defaulting colonizers are now faced with civil imprisonment till the outstanding arrears are cleared. The amendment approved by Haryana governor on Monday is expected to be notified by Friday, officials in T&CP department said. Around 150 colonizers across the state are from the National Capital Region (NCR) of Gurgaon, Faridabad, Sonipat, Rohtak and Palwal, officials said.
Besides citing the huge amount being shown as outstanding arrears accumulated over the past two decades, officials reason the move, initiated after 35 years of enactment of the Act, as measure taken by Haryana government to keep a check on private colonizers who would generally escape the liability after paying a partial amount as EDC and other levies.

I wonder why this government doesnt take action instead of providing RELIEF!!!
Now the bank guarantee amounts, interest on delayed payment of EDC by builder to govt etc are going to be funded by none else but YOU and ME. Be ready for further unjustified claims and unethical charges to pay the same and yes do forget possession for another 15 months as without clearing EDC, builders cant get OC/Part-full completion certificates..THIS IS GUARANTEED.. only piecemeal possessions may be offered by a few but largely all builders are going to play as mentioned above.
This should give enough food for thought to seniors and experienced people in the forum about a proactive action plan..
