मास्टर रोड का रोड़ा जल्द हटने की उम्मीद

फरीदाबाद।। मास्टर रोड के बजट पर पिछले दिनों पीडब्ल्यूडी बीएंडआर ने आपत्ति जताई थी। पीएब्ल्यूडी के अनुसार मास्टर रोड के लिए हूडा ने जो बजट तैयार किया है वह काफी ज्यादा है। इसके लिए पिछले दिनों एक मीटिंग भी की गई थी, जिसमें हूडा और पीडब्ल्यूडी बीएंडआर के अधिकारी उपस्थित थे। हूडा अधिकारियों का कहना है कि मीटिंग में हमने अपना पक्ष रख दिया है और उम्मीद है कि जल्द ही मामला सुलझ जाएगा।

नहर पार डिवेलप होने वाले 15 सेक्टरों को जोड़ने के लिए मास्टर रोड का निर्माण किया जा रहा है। 52 किलोमीटर लंबे इस मास्टर रोड के लिए 1029 एकड़ जमीन एक्वॉयर की गई है, जिसमें से हूडा ने लगभग 31 एकड़ जमीन पर कब्जा ले लिया है। जिस जमीन पर हूडा ने कब्जा ले लिया है। उस पर मास्टर रोड का निर्माण करने के लिए हूडा ने 392 करोड़ रुपये का बजट तैयार किया है, जिसे मंजूरी के लिए उच्च अधिकारियों के पास भेजा गया है, लेकिन पीडब्ल्यूडी बीएंडआर ने इस बजट पर कई सवालिया निशान लगाए हैं।

उनका कहना है कि मास्टर रोड के लिए यह बजट अधिक है। कम से कम 40 से 50 करोड़ रुपये अधिक बजट हूडा द्वारा तैयार किया गया है। कुछ साल पहले फाइनेंशल कमिश्नर के. के. जलान ने आदेश दिए थे कि 4 करोड़ रुपये से अधिक के बजट को पास कराने के लिए बीएंडआर की मंजूरी लेनी जरूरी होती है। अधिकारियों के अनुसार मास्टर रोड के बजट को नैशनल हाइवे ऑफ रेट्स के आधार पर तैयार किया है, लेकिन जबकि बीएंडआर विभाग के अधिकारी इस बजट को हरियाणा शेड्यूल ऑफ रेट्स के आधार पर तैयार करने की बात कह रहे हैं, जिससे रेट में काफी अंतर आ रहा है। हरियाणा शेड्यूल ऑफ रेट्स में दो साल से प्राइस रिवाइस नहीं हुए हैं, इसलिए लेबर, मिस्त्री, डस्ट, तारकोल, पत्थर, स्टील, लोहा और सीमेंट के दाम भी 2009 के हिसाब से दर्शाए गए हैं। इसलिए बीएंडआर विभाग के अधिकारी इस बजट को सही नहीं मान रहे हैं।

क्या कहते हैं अधिकारी

हूडा एसई टीडी चोपड़ा का कहना है कि पिछलेे दिनों हुई मीटिंग में हमने बीएंडआर के अधिकारियों के सामने अपना पक्ष रख दिया है, इसलिए इस मामले में उनकी तरफ से कोई आपत्ति नहीं रह जाती। उन्होंने बताया कि जल्द ही हमें क्लियरेंस मिल जाएगा और मास्टर रोड का निर्माण कार्य शुरू कर दिया जाएगा।

लंबे समय बाद हूडा को ग्रेटर फरीदाबाद में मास्टर रोड के लिए कब्जा मिलना शुरू हो गया है। अभी तक हूडा 12 किलोमीटर लंबी रोड के लिए कब्जा लेने की प्रक्रिया पूरी कर चुका है।

ग्रेटर फरीदाबाद में डिवेलप हो रहे 15 सेक्टरों और प्राइवेट बिल्डरों की ओर से डिवेलप की जाने वाली हाउसिंग सोसायटियों को जोड़ने के लिए 52 किलोमीटर लंबी मास्टर रोड बनाई जानी है। इसके लिए हूडा ने 19 गांवों की 1029 एकड़ जमीन एक्वायर करनी है। सही मुआवजा न मिलने , गलत तरीके से जमीन एक्वायर करने और अधिग्रहण से संबंधित कई समस्याओं के चलते अभी तक किसानों का विरोध चल रहा था , जिसके चलते हूडा कब्जा नहीं ले पा रहा था। मास्टर रोड के लिए जिस जमीन पर हूडा ने निशानदेही का काम पूरा कर लिया था , उस जमीन पर भी किसानों ने अपनी फसल की बिजाई की हुई थी और हूडा को कब्जा नहीं दे रहे थे , लेकिन अब हूडा का रास्ता साफ हो गया है और हूडा ने कब्जा लेने की प्रक्रिया शुरू कर दी है।

पिछले सप्ताह नहर पार के किसानों और हूडा प्रशासक के बीच मीटिंग हुई थी , जिसमें हूडा प्रशासक ने किसानों को आश्वासन दिया कि किसानों की फसल को बर्बाद नहीं किया जाएगा , केवल उस जमीन पर कब्जा लिया जाएगा जहां से मास्टर रोड निकल रही है। प्रशासक ने यह भी आश्वासन दिया कि किसानों की मांगों को लेकर वो गुड़गांव रेंज के कमिश्नर के सामने रखेंगे। किसानों ने प्रशासक की बात मान ली , जिसके बाद हूडा ने कब्जा लेने की प्रक्रिया शुरू कर दी। हूडा प्रशासक अमनीत पी . कुमार ने बताया कि मास्टर रोड की जमीन के दोनों तरफ निशान लगाकर कब्जा लेने की प्रक्रिया शुरू कर दी गई है। अभी तक 12 किलोमीटर लंबी मास्टर रोड की जमीन पर कब्जा लिया गया है।

during june/july 2011, There were news that HUDA has acquired approx 35KM of roads and now again this news has come and claiming12 KM. How 35 KM can become 12KM .What's the truth? :-(

Huda has already acquired the same land 2 times. But the lazy officials didn't do anything with the land and farmers kept growing crops on it and now they have to re-acquire the land for which they have already paid.

Friends, It appears that voice of dessent has reached the higher echelons and we have now got a new announcement regarding "Approval of Projects for Faridabad amounting to Rs456Cr!!!"

The move is a welcome announcement and probably a step in the right direction and we must congratulate the state leadership.

The common sentiment and morale amongst the denizens of Faridabad is very low towards the ruling party CONG (I), given the denial of basic road, water, sewerage services and connectivity, despite being the largest city of the state. Masterplans have been ignored for decades at stretch and for the first time and Educated CM was looked upon as a good sign by commonman, homeseekers and those aspiring for a decent living environment.
It is however not know where and how this amount is likely to be spent and let us expect the new local administration comes up with the direction in which this money is likely to be spent and committed timelines to infrastructure issues affecting 50000homeseekers in Neharpar. Certainly we are too fed up be bogus announcements and unkept promises of various past and present administrators. Hope this does not turn out to be another pre election announcement gimmick and we better have some commitments coming forth from the CM himself regarding the specific projects with Timelines as well.

In an unprecedented move that is likely to boost infrastructure development in the Millennium City, Haryana chief minister Bhupinder Singh Hooda on Tuesday approved projects worth Rs 1,393.57 crore in Gurgaon. Out of the funds, Rs 583 crore has been earmarked for boosting water supply, Rs 260 crore for water recycling scheme and Rs 550 crore for roads. The chief minister also approved development works worth Rs 456 crore for Faridabad, Rs 29.02 crore for Rohtak, Rs 29.42 crore for Hisar and Rs 15.29 crore for Kurukshetra.

Honestly, in my view this is too little too late and definitely not ground breaking in view of continuous denial of funds and development over a long period of time..
Keep the ante up against all corrupt officials and unethical builders and PLEASE DO NOT RELAX with this announcement.

There is no Guarantee that the amount sanction for faridabad will utilise for Greater faridabad as already Old Faridabad is under developed hence the money will spend in the development of Old Faridabad, trust me I don't find and reason to cheer about this.

The administration in Faridabad have only offered lollipops to suck everytime..and "netas" of Faridabad have no voice.. its very pertinent that in view of elections the CM will make dozens of announcements which may not see the light of day once again.

Recently I read that CM has shortlisted 400 unauthorised colonies for reqularisation. This survey was made through satellite mapping to find which areas are populated. This might be for development (when it happens and will take time, who knows? ) but certainly get votes in the elections.

1] can file RTIs to find how many licences for developing residential colonies Hooda Govt has cleared and how many are still pending for Occupancy certificates? This will open up pandoras box to highlight the fact that this govt is only after money to make Landlords Alias- Kissan Outstees richer by delaying development, and increasing EDC chargeable from Homeseekers.
Why a sudden change of heart towards UNAUTHORISED COLONIES for development whereas LEGAL, LICENSED, AUTHORISED, APPROVED MASTER PLAN builder colonies are allowed not to develop without any action?? These clearly have not been developed at the behest of Builder-Bureaucrat- Politician mafia being run in this state who are there just to suck money in the form of EDC from a common man to fill the pockets of Rich Landlords. 2] RTI How are rogue builders like DD motors, BPTP, Triveni and Pal got multiple extentions of licences through DTCP and HUDA without proper approvals & audit, and non-development as per licensing conditions??

Hope this stirs the hornets nest and someone amongst us has the guts to file relevant RTIs and take to lokayukt, corrupt huda and dtcp officials (Present and Past) who have overlooked facts and have derelicted their duties.

@BlessU, I fully agree with you. You touched my heart.

1) I remember my relative commented that constructions that are going in Greater Faridabad are illegal. I was shocked and have to explain to her that these are LEGAL, LICENSED, AUTHORISED and according to APPROVED MASTER PLAN. Govt. of Haryana is biggest law breaker by ignoring development of planned, authorized and legal constructions AND approving unauthorized colonies. We recently got RTI that lists all licenced residential colonies for Greater Faridabad (I think about 65 licences)

2) DTP and STP of Town and Country Planning have informed us that DD Motors and PAL have NO licences to operate in Faridabad. Triveni and BPTP (Conutrywide Promoters) have valid licences.

Can we have information

Who allowed DD to promote township?
Did any body complain, file FIR against erring builders promoting townships without proper and legal licences?
Why no action was taken by administration on complains filed in written by individuals, group of individuals against the likes of DD and may "Chor" licenced builders?? many builders actually have been licenced to chori if one may put it this way.
Why extensions are being given instead of being fined, to builders who are not fulfilling the basic licencing condition for development of township/residential societies??

I have many more suggestions for unearthing corrupt practices of govt officials (past and present) through RTIs.
Hope the above few give the core team and legal support some ideas and direction to work on.

आईएमटी की चारदीवारी में फंसा मास्टर रोड

फरीदाबाद। गे्रटर फरीदाबाद के विभिन्न सेक्टरों को आपस में जोड़ने के लिए प्रस्तावित मास्टर रोड में अड़चन पैदा हो गई है। सड़क की गलत प्लानिंग ने बड़ी परेशानी खड़ी कर दी है। बल्लभगढ़ में बन रहे इंडस्ट्रीयल मॉडल टाउनशिप (आईएमटी) की हद में मास्टर रोड आने से टाउन एंड कंट्री प्लानिंग विभाग की परेशानी बढ़ गई है।
बल्लभगढ़ में चंदावली गांव की करीब १८०० एकड़ जमीन पर आईएमटी को विकसित किया जा रहा है। हरियाणा राज्य औद्योगिक विकास निगम (एचएसआईडीसी) ने आईएमटी की चारदीवारी बनाने का काम शुरू कर दिया है, लेकिन इसके बाद पता चला है कि टाउन एंड कंट्री प्लानिंग विभाग द्वारा निर्धारित मास्टर रोड का अलाइनमेंट आईएमटी की चारदीवारी के अंदर आ रहा है। दरअसल, प्लानिंग विभाग ने सेक्टर-६८ और सेक्टर-७१ की डिवाइडिंग रोड से सेक्टर-६९ और सेक्टर-७० की डिवाइडिंग रोड को टच करते हुए बाईपास से मास्टर रोड को जोड़ने का प्लान तैयार किया है। उधर, एचएसआईडीसी की प्लानिंग के मुताबिक, बल्लभगढ़ के सेक्टर-६४ और सेक्टर-२ की डिवाइडिंग से आगरा-गुड़गांव कैनाल पर पुल बनाकर सीधे आईएमटी से मास्टर रोड को जोड़ने का प्रावधान है।
मास्टर रोड के निर्माण की प्रक्रिया अब शुरू होने वाली है। राज्य सरकार से बजट को मंजूरी मिलने के बाद मास्टर रोड की निविदा प्रक्रिया पर काम शुरू कर दिया गया है। अब रोड की गलत प्लानिंग को लेकर फंसा पेंच इस योजना में बड़ी बाधा डाल सकता है। एचएसआईडीसी प्लानिंग विभाग द्वारा तय रोड के अलाइनमेंट को मंजूरी नहीं देता तो मास्टर रोड को लेकर दोबारा मशक्कत करनी पड़ेगी। बहरहाल, दोनों विभागों ने इस बड़ी समस्या से निपटने के लिए माथापच्ची शुरू कर दी है।

सरकार तक पहुंचा मामला
एक तरफ आईएमटी को विकसित करने की प्रक्रिया जोरों से चल रही है, दूसरी तरफ मास्टर रोड के निर्माण को जल्दी शुरू करने के लिए हुडा पर दबाव है। ऐसे में इस विवाद को मुख्यमंत्री के समक्ष उठाया गया है। प्लानिंग विभाग के अधिकारियों ने तर्क दिया है कि मास्टर रोड आईएमटी की चारदीवारी में आता है तो इसका वजूद खत्म हो जाएगा। इसलिए सड़क को चारदीवारी से बाहर रखा जाए।

its high time that unauthorised colonies mushrooming all across Fardiabad be highlighted and sutiable PIL and RTIs be launched. Right under the nose of DTCP and Huda administrators unauthorised developers are distributing plots at 4-6000per sq yards.. To get vote bank govt is now regularising these colonies whereas LICENCED and AUTHORISED Colonies are suffering due to No or Poor development..

The state government is contemplating regularisation of 66 unapproved colonies in Faridabad and a favourable decision on them was likely by March end. The government will notify its decision through a gazette notification.
The Municipal Corporation Faridabad (MCF) has sent the case of the eligible colonies to the state government.
As per the Cabinet’s decision only those colonies, which came into existence before June 30, 2009, will be considered.
The other condition is that there must be at least 50 per cent constructions on the total land in the colony concerned. The portions in the colony falling under the overhead high-tension wires, and those belonging to the Defence and Forest Departments will be excluded from the proposed notification.
Also, the areas under the process of acquisition by the government will be left out. The MCF shortlisted the colonies after conducting their physical survey with the help of a private agency.
Breakup of the colonies selected for consideration is: 30 are in the Old Faridabad-zone of the MCF, 26 in the Ballabgarh-zone and 10 in the NIT-zone.
The colonies in the Old Faridabad-zone include Ajronda extended Abadi, the Bharat Colony, Anangur Dairy, Bhoor Colony-extension, Baselwa Colony-extension, Budena extended Abadi, Mewla Maharajpur-extension, Numberdar Colony, Om Enclave, Power House Colony and Rao Sultan Singh Colony. Ankhir village-Extension, Dabua Colony-extension-II, Gazipur Colony, Nangla Enclave Part-II and Navada-extension are some of the colonies in the NIT-zone. The colonies in Ballabgarh-zone include the Krishna Colony, a number of habitations falling in the Adarsh Nagar area, Bhagat Singh Colony, Navlu Colony and the Sanjay Colony. Official sources say the total number of approved colonies in the jurisdiction of the MCF will have become 141 after the government okayed the case of the new bunch of unauthorised ones.

if this continues, then I think most who are invested in 75-89 sectors and builders in these areas can forget any sizeable appreciation or any development as government/MCG representatives would be logically more inclined in development of unauthorised but inhabited areas.

नहरपार ग्रेटर फरीदाबाद किसान संघर्ष समिति के कार्यकारी अध्यक्ष शिवदत्त वशिष्ठ, रण सिंह, कंवर भान, इंद्राज, रामपाल, प्रदीप, कंवर जयप्रकाश, गोरखी, नंदन कौशिक, धर्मेंद्र, नरेंद्र शर्मा का कहना है कि मास्टर रोड बनाने के लिए हुडा द्वारा कार्रवाई शुरू की जा चुकी है। रोड के निर्माण के लिए कई कंपनियों से टेंडर मांगे गए हैं लेकिन उनको अभी तक बढ़ा हुआ मुआवजा नहीं मिला है। मास्टर रोड के निर्माण के लिए हुडा करोड़ों रुपए खर्च करने के लिए तैयार है लेकिन किसानों का मुआवजा नहीं दे रहा।नहरपार के किसानों की बेशकीमती जमीन सरकार ने जबरदस्ती मात्र 16 लाख रुपए प्रति एकड़ में अधिग्रहित कर ली थी।उन्होंने कहा कि किसानों का बढ़ा हुआ मुआवजा दिया जाए।गांवों का लाल डोरा भी बढ़ाया जाए। अगर ऐसा नहीं हुआ तो वे निजी बिल्डरों व हुडा अधिकारियों द्वारा किए जा रहे विकास का पहिया रोक देंगे और बनाई हुई सड़कों को खुर्दबुर्द कर देंगे। हुडा प्रशासक अमनीत पी कुमार का कहना है कि मुआवजा बढ़ाने का काम सरकार का है। वे इस बारे में अपने उच्च अधिकारियों को अवगत करा चुके हैं।

मास्टर रोड के लिए पहला टेंडर आज

एनबीटी न्यूज ॥ फरीदाबाद : ग्रेटर फरीदाबाद में मास्टर रोड के निर्माण के लिए हूडा ने टेंडर की प्रक्रिया शुरू की हुई है। मास्टर रोड का पहला टेंडर आज जारी हो जाएगा। उसके 3 महीने के अंदर कंपनी को अपना डिजाइन हूडा में जमा कराना होगा, जिसके बाद रोड का निर्माणकार्य शुरू होगा। मास्टर रोड के निर्माण में 5 कंस्ट्रक्शन कंपनियों ने रुचि दिखाई है। उन्होंने बताया कि मास्टर रोड के लिए पहला टेंडर मंगलवार 14 फरवरी को जारी कर दिया जाएगा। उन्होंने अप्रैल में मास्टर रोड का निर्माणकार्य शुरू होने की उम्मीद जताई।

फिर बढ़ी मास्टर रोड के टेंडर की डेट

मास्टर रोड के निर्माण के लिए जारी किए जाने वाले पहले टेंडर की डेट एक बार फिर टल गई है। अब मास्टर रोड के लिए 16 या 17 फरवरी को टेंडर जारी किया जाएगा और निर्माण करने वाली कंपनी का चयन किया जाएगा। इससे पहले हूडा ने मास्टर रोड के टेंडर जारी करने के लिए 8 फरवरी डेट रखी थी , जो बढ़कर 14 फरवरी और अब एक बार फिर डेट बढ़ा दी गई है।

गे्रटर फरीदाबाद के 15 सेक्टरों को जोड़ने के लिए 52 किलोमीटर लंबा मास्टर रोड तैयार किया जाना है। लेकिन अभी तक हूडा को पूरी जमीन पर कब्जा नहीं मिल पाया है , जिसके चलते हूडा ने 31 किलोमीटर लंबे मास्टर रोड के लिए 398 करोड़ रुपये का बजट तैयार किया है। 398 करोड़ रुपये में से पहले चरण में हूडा 225.98 करोड़ रुपये से रोड का निर्माण कराएगा। जिस कंपनी को मास्टर रोड का टेंडर दिया जाएगा उसे 5 साल तक रोड को मेंटेन करना है , हूडा ने उसके लिए लगभग 45 करोड़ रुपये का बजट रखा है। 225.98 करोड़ रुपये में 31 किलोमीटर रोड का निर्माण करने के बाद कुछ छोटी सड़कें बच जाएंगी , बाकी बचा हुआ पैसा उन सड़के के निर्माण में खर्च किया जाएगा।

हूडा ने पहले चरण में 225.98 करोड़ रुपये के लिए जनवरी में टेंडर आमंत्रित किए थे। जिसके लिए 5 कंस्ट्रक्शन कंपनियों ने आवेदन किए थे। हूडा मंगलवार को कंपनी का चयन कर टेंडर जारी करने वाला था , लेकिन कुछ कारणों के चलते टेंडर की डेट जारी करने की डेट आगे बढ़ा दी गई है। हूडा ईएक्सईएन ए . के . माकन ने बताया कि मास्टर रोड के लिए पहले टेंडर की डेट आगे बढ़ा दी गई है। अब 16 या 17 फरवरी को कंपनी का चयन कर टेंडर जारी किया जाएगा।
