Conditions for legal possession

OFFICE ORDER
It has been observed that in the licence cases while issuing licence a clause regarding
approval of Electrical (distribution) service plan/estimates from the agency responsible for
installation of external electrical services i.e. HVPN/UHBVNL/DHBVNL Haryana and for
completing the same before obtaining completion certificate for the colony is imposed in the
agreement. The said clause is also reproduced below:-
“The colonizer will arrange the electric connection from outside source for electrification of
their colony from HVPN. If they fail to provide electric connection from HVPN the Director,
Town and Country Planning will recover the cost from the colonizer and deposit it with
HVPN. However, the installation of internal electricity distribution infrastructure as per the
peak load requirement of the colony shall remain the responsibility of the colonizer, for which
the colonizer will be required to get the ‘electrical (distribution) services plan/estimates’
approved from the agency responsible for installation of external electrical services, i.e.
HVPN/UHBVNL/DHBVNL, Haryana and complete the same before obtaining completion
certificate for the colony. ”
It has however emerged that the said condition is neither being complied with by any
colonizer nor is the same enforced at the time of grant of part completion/completion
certificate. In view of above, it is directed that before processing any case for grant of part
completion/completion certificate, the compliance of said clause in its letter & spirit may be
ensured.

Tuli Saheb,

Yeh toh sab hoax hai. Yeh condition toh LOI issuance ke time per hi colonizer se sign karva li jaati hai in LC-IV. Yet i will state that External development/infrastructure work( beyond/outside the licensed area) is the duty lies with HUDA( Haryana Urban Development Authority) for which they charge an exorbitant amount of EDC.

All powerful people( Corp orates, Sarkari Babus and Politicians means Mantris as well) are hand in glove with each other and and play a game like LOOT-LOOT lo common man ko.
