Haryana puts land acquisition on hold

Chandigarh, Jul 22 (PTI) The Haryana Government today put on hold land acquisitions in the state, except in case of essential infrastructure projects, in view of the likely introduction of the Land Acquisition Bill in the forthcoming session of the Parliament. An official release said here that the orders for putting on hold land acquisitions in the state were issued by Chief Minister Bhupinder Singh Hooda "keeping in view the likely introduction of a bill in the coming session of Parliament." However, these instructions would not be applicable to cases of land acquisition for essential infrastructure projects such as roads, sewerage system, canals, water channels, drainage system and power projects, it said. "Since the provisions of the new land acquisition bill would have implications on land acquisition matters, the Chief Minister found it desirable to wait for the outcome of the new legislation before proceeding further in these cases," the release added.

After the hue and cry over land acquisition in Noida, the Haryana government on Friday decided to put on hold land acquisitions in the state, except in case of essential infrastructure projects, till the land acquisition bill was cleared by Parliament.

The order for putting on hold land acquisitions in the state was issued by chief minister Bhupinder Singh Hooda keeping in view the likely introduction of a new land acquisition bill in the coming session of Parliament, an official release said.

These instructions would, however, not apply to cases of land acquisition for essential infrastructure projects such as roads, sewerage system, canals, water channels, drainage system and power projects, it said.

"Since the provisions of the new land acquisition bill would have implications on land acquisition matters, the chief minister found it desirable to wait for the outcome of the new legislation before proceeding further in these cases," it said.

Recently, the Allahabad high court struck down acquisition of hundreds of hectares of land in villages in Greater Noida - dubbed as Noida Extension by builders - leading to uncertainty over the fate of several residential projects in the region.

Around 50,000 people who had invested in builder flats in Noida Extension - a part of Greater Noida - have been affected by the court order which said land should be returned to the farmers as the Uttar Pradesh government had not paid them adequate compensation.

Law minister M Veerappa Moily has said the land acquisition amendment bill will include the recommendations made by Sonia Gandhi-led National Advisory Council (NAC) and seek to ensure that there are "no more Singurs" in the country.

It may NOT make any impact on Greater Faridabad/Neharpaar as here land acquisition was done for essential services like roads, water supply, sewerage etc.

Ideally it should not be the case as said by Chief Minister Bhupinder Singh Hooda BUT as we know that these Huda officials are just looking for excuses for not doing their job, this could surely be a reason that they can potray when asked about the delay in land acquisition process and delay in overall development

Chandigarh, July 27 (PTI) The Haryana Government today decided to amend its Rehabilitation and Resettlement Policy-2010. It was decided to fix floor rate of Rs 25 lakh per acre for area situated within the final development plan of Faridabad-Ballabhgarh Controlled Areas-2011. The same floor rate will be fixed for those situated within the area of development plans of Bahadurgarh, Rohtak, Rewari, Dharuhera, Bawal and Panipat towns, excluding the areas forming part of the notified limits of Faridabad Municipal Corporation. Besides, a floor rate of Rs 16 lakh per acre has been fixed for land situated within the development plans of towns other than the district headquarters outside the National Capital Region, Chief Minister Bhupinder Singh Hooda, who chaired a meeting of the State Cabinet here, told reporters later. The Cabinet also revised the eligibility criteria for allotment of industrial plots in lieu of acquisition of land. Earlier, irrespective of the area acquired, the oustee was eligible for an industrial plot of 450 Sq Meters. Under the revised provisions, size of the industrial plot to be allotted has been linked with the area acquired. Under this for an area acquired between 1-2 acres, the industrial plot to be allotted shall be 450 Sq. Meters and for an area acquired between 2-4 acres, industrial plot size would be 800 Sq. Meters and for an area acquired above 4 acres the industrial plot size would be Rs 1000 Sq. Meters. The amendments will be applicable with effect from the date the Rehabilitation and Resettlement Policy came into force, which is September 7, 2010.
