Builder (Piyush) Charging Service tax on EDC Interest

Now a builder (Piyush Group) in Greater Faridabad has come with new corrupt practice (Charging service tax on interest). In my opinion, it is totally illegal. I solicit views of forum members to comment on this. How legal it is and what are the ways of acting against it?
