GFWA (Greater Faridabad Welfare Association) 12 members delegates met Shri S.S Dhillon, Financial Commissioner and Principal Secretary of Government of Haryana today at Gymkhana Club, Sector 15, Faridabad and apprised him about zero development on Neharpar sectors .GFWA enquire him on following points:-
HUDA administrator and acting DC Faridabad Mr. A.Srinivas, STP Geeta Prakash,DTP Mr Sanjiv Maan and other senior district level officials were present in meeting.
From GFWA:-Ashish Kaul, Manish Gupta, Seema Josi, Rahul Goel, Pankaj Rawat, Umesh, Narender Chabra and other members were present.
Issue Discussed:
1. Master and Sector Road Land acquisition and estimation Pending: Mr Dhillon told to GFWA due to land acquisition issue and pending litigations(21 total) in court, there is only 31 KM land acquired ,21 KM is still not acquired and so delaying the whole DPR (detailed project report)process. On asking deadline to start development and finish in time bound time, he did not give any concrete answer.
On the contrary, he said that buyers started coming and investing only year 2006 and onwards whilst government agency is working since 1991, more than 20 years when this sectors notified in Master plan.
GFWA really puzzled if this is so called "development" speed from government in 20 years then god save us to expect any development from government in near future with this tortoise speed.
2. Delay in DPR and Tender Process: GFWA requested him to start work on litigation free land and he informed that department has already approved 338 crore budget and soon tender will be issued in 3-6 month after DPR report is ready.
3. Increased EDC and deadline: - Mr Dhillon told that at the time of issue licensed, builder was informed that rate is tentative and actual EDC calculation takes year; it is part of mistake from builders if the have not cleary informed the home buyers at the time of booking.
GFWA asked him about the rate and timelines builders were asked to deposit EDC, Mr Dhillon instructed DTP office to provide memo and license copy to GFWA to get transparent picture.
Surprisingly administration shed away from his responsibility to not spend a single rupees EDC money on development in so many years and pass the onus to home buyers to check all facts and figures for development deadline before buying home.
4. Repair of Existing roads as Temporary Measure:-Mr. dhillon agreed with GFWA view for benefit of existing and future resident until whole infrastructure is ready ,the existing road - Tiagon road,Revenue Road ,Kheri bridge side road should be repaired for all existing residents and new residents. He took personal interest and immediately asked HUDA officer to look the matter. Mr. Srinivas informed that for 3 roads they have issued instructions.
5. Updates and Follow-up meeting on development:-Mr. Dhillon told GFWA to take information from DTP and DC office .Mr. Srinivas agreed for same to give updated progress on development with GFWA on monthly basis.
