Payment demand against possession & signing of BPMS agreement

I am Pawan Madan & have been offered possession by BPTP against a new demand letter from their end.....basis this I am in a fix because what I see as part of actual site development, I do not find this demand to be justified. I do have few basic questions :

a) As member of GFWA have people submitted this amount for possession to BPTP?
b) If yes.....then have they got their plot registered?
c) If yes...then had there been a joint visit with BPTP members explaining & briefing about development of functional basic amenities....like sewerage lines / water connections / electricity as all would be required before any one plans to start construction at site!
d) Have people also signed a new agreement with BPMS, who would provide basic management services to be required once people start construction at site.
e) There is a huge amount asked for their services which would not be required for next three years basis their current development pace......what if we do not sign this agreement with them?

Anybody who can put some light on these grey areas, please do reply.
