Hello BlessU, you mentioned "outstandings will qualify as "Land Revenue Arrears"" in EDC policy announced in May 12. I can't find this clause. I can see April 12 EDC relief policy which gives relief to defaulting builders and penalizes honest EDC paying buyers but I can't find clause of "Land revenue arrears". Can you please guide on that?

Surely will share the source,, not able to locate it right now.. It would be applicable on case to case basis as per the article I went through.

The seriousness on the part of DTCP is very acute, but who knows there is an extension or another mega relief policy doled out due to builder/political pressure.

Issue still remains how can builder enjoy EDC collected on behalf of govt.. ??Why DTCP is not sharing the Audit Report??

Big question - What is the role of DTCP ? Builder has collected the EDC amount on their behalf but not deposited the amount to government.No action has been initiated by concern department of government.
What builders are now doing - They are collecting additional amount from the buyer by various wrong ways like increase of super area, STP , Gas connection etc.
For this particular builder , he has increased super area by aprox 10% without practically increasing anything. That means he will collect approx 2 lacs from each buyer which is aprroximately equivalent to the amount to be deposited as EDC.Smart move by the builder
Since as a poor buyers , he does not have any option except to pay ( already 95% amount has been paid) ,otherwise he will not get possession.

This link show that DTCP had laid down clear guidelines for real estate adds that they should display the license number on all adds but i think they never display these important information on advertisement. DTCP had stated that 3 yrs imprisonment can be granted if the builders fail to comply with these guidlines.

Please find attached very useful document downloaded from Town and Country Planning, Haryana website. (http://tcpharyana.gov.in) consisting of licences of all builders in Haryana with vailidity/renewal status upto August 2013. This information can be used by members to file RTIs for their respective builders. Please note DTCP knows your project ONLY by licence number. So, if we want to file RTI say for Piyush Heights, we should specify that we need information corresponding to Licences No 161 and 162 of 2007
