hopefully we will do good progress this year... and hopefully RPS and HUDA will do things better and quicker...

thanks to Ms Seema and other active members of GFWA for the good work in 2012...it wouldn't have happened without their efforts...

Anyone has recent photos of RPS construction situation...?

miles to.go now.... as RPS has not deposited the collected edc money it's licence has been cancelled. ans Rps is in no mood to renew the license in near future and also RPS will not get the partial oc as it could not satisfy the condition to get oc.

So guys we have to wait and watch what game rps will play now as their game for fit out for possession will not work after yesterday s meeting.

I think they are given the whole possession letters upto end of 2014. Their main focus is on T3 to T8 it is completed upto June 2013.

I saw the following developments during my visit on 24 December 2012.

1. In T8 external paint are in progress.
2. They were working on the underground children park (with swimming pool) entrance in front of the Tower T8 (This kind play park is only in RPS Savana, this is good news for RPS member). After completion of underground Children Park, green area (park) developing above it.
3. Both Lifts were under installation in T8. Lift – KONE make.
4. Ground floor is opened, quality of work & material is good.
5. Marble flooring installation work of Internal Shops and Temple (in front of T9 and T7) are in full swing.
6. External work at 3+1 green/park area are in full swing.
7. Road from the Main Entrance to the towers T7 was under construction. Main Entrance was looking good, but needs some improvement/greenery.
8. Street Light installed near the Main Gate.
9. Water storage tank work are in progress near PH/B-12A & T10.

1) Is there any way to find out what is the out standing EDC pening from RPS.

2) Is there any way to find if RPS has desposited the EEDC collected with the Concern dept, I doubt if RPS has deposited it.

3) What will happen to the project if a colonizer fails to deposit the EDC/EEDC with the concern dept? will criminal proceeding initiates against the colonizer u/s IPC 420? if yes then why it has not yet initiated against those colonizer who has defaulted in depositing EDC/EEDC?

4) What was the out come of the audit done for this EEDC by DTP?

For 1 & 2, File RTI application. For 3, there are no automatic criminal proceedings started, one has to register a complaint with police. For 4, nothing concrete has come out yet from Audit done for Enhanced EDC.

A user "miketest" on IREF has posted the following message along with an RTI reply document.

Hi,

I am in receipt of the licence status of RPS Savana. Seems like the licence was renewed multiple times and was valid till 29.06.2011. See attached applications and latest reply sent from TCP to RPS Infrastructure Ltd.

For those who are unaware of 24,26, 27 and 28 of Haryana Development and Regulation of Urban Area Rules, 1976.

24. Submission of copies advertisements, etc. by colonizer [Section 24].—
On obtaining a license to set up a colony, the colonizer shall furnish to the Director an authenticated copy of the advertisement made by him for the sale of plots in the colony and of the terms of agreement entered into between him and each of the plot-holders.

26. maintenance and submission of accounts [Section 5 and 6]—
(1) The colonizer shall—
(i) issue regular receipts to the plot holders in respect of the money received by him and maintain counterfoils of the receipts so issued;
(ii) maintain separate ledger account of each plot-holder;
(iii) maintain a register containing authenticated copies of each of the agreements entered into between him and each of the plot holders; and
(v) maintain accounts books showing details of expenses incurred by him on various development works in the colony.
(2) The colonizer shall within a period of three months after the close of every financial year, submit to the director through registered post with acknowledgement due a statement of accounts indicating the amount realized from each plot-holders, the expenditure incurred on internal and external development works separately of the colony with details thereof together with the amount due from each plot holder indicating their postal address. This statement should be duly audited, certified and signed by a chartered accountant.
27. Intimation of account number of Colonizer [Section 5].—

The colonizer shall intimate the account number and full particulars of the scheduled bank wherein he deposits fifty percent of the amount realized by him from the plot holders for meeting the cost of internal development works in the colony.

28. Intimation about deposit of amount [Section 5]—

The colonizer shall intimate in form AC on the fifth day of each month the amount realized by him from each of plot holders and the amount deposited by him in the scheduled bank during the preceding month.
Other points mentioned in letter seem to be pretty self explanatory.

Seems like TCP was sleeping for the last 6 months and after the RTI request reached them in second week of December, they felt like sending an ultimatum to RPS on 31/12/12 to submit all documents within 2 weeks before sending a reply to RTI in first week of January.
