Is HUDA NOC required before taking possession of flat in Naharpar society

We have heard that if we people take possession before obtaining NOC from HUDA for the complete project, there is a good chance that HUDA may ask for penalty on electricity and water charges which may be substantial amount. This was happened in few societies of SEC-21 C.

1. Has anyone aware and confirm this fact?
2. Ifsuch rule exits then it will be applicable to all Naharpar societies,what other societies members opinion?
3.Jayanta or Volunteer who deal with HUDA before through RTI,could you please take a note and confirm?

Can someone confirm if we also need the tower completion certificate from some authorities as well?

Guys,

PLEASE DO NOT TAKE POSSESSION UNLESS UNTIL THE BUILDERS GIVE YOU THE COPY OF (CC) COMPLETION CERTIFICATE AND OC (OCCUPATION CERTIFICATE).

WITHOUT THESE TWO IT IS ILLEGAL TO MOVE IN TO THE FLAT.

I believe NOC from Department of Town and Counrty Planning (DTCP) is required.
