नहर पार मास्टर रोड के लिए अधिग्रहीत की जाने वाली भूमि का कब्जा लेने के लिए हुडा विभाग ने तैयारियां शुरू कर दी हैं। इस संबंध में हुडा अधिकारी हाल ही में नहरपार क्षेत्र के किसानों से मिलने के लिए उनके बीच पहुंचे और किसानों से आग्रह किया कि अधिग्रहीत होने वाली भूमि पर खरीफ की फसल की बिजाई न करें और न ही वहां बने भवन निर्माण और शेड में किसी प्रकार का सामान रखें ताकि भूमि अधिग्रहण की कार्रवाई में कोई बाधा न आए।

ग्रेटर फरीदाबाद में सेक्टर-75 से लेकर 89 तक विकसित किए जाने है। हुडा ने इन सेक्टरों को आपस में जोड़ने के लिए मास्टर रोड तैयार करनी है। योजना के तहत हुडा की तरफ से नहरपार के 19 गावों की जमीन अधिग्रहण करने का नोटिस 30 अगस्त 2005 को जारी किया गया। मास्टर रोड के लिए कुल 1029 एकड़ भूमि अधिग्रहीत की जानी है। इन गांवों में वजीरपुर, टिकावली, मुरताजापुर, नीमका, फैजपुर माजरा, भतौला, बड़ौली, प्रहलादपुर माजरा, बुढ़ैना, खेड़ी खुर्द, फरीदपुर, खेड़ी कला, रिवाजपुर, बादशाहपुर, पलवली, मवई, बसेलवा, गांव भूपानी व एक अन्य गांव शामिल है। इन गावों की कुल 1261.15 एकड़ जमीन अधिग्रहण की जानी थी, लेकिन बाद में हुए सर्वे के बाद 1029 एकड़ जमीन अधिग्रहण करने का फैसला हुआ।

मास्टर रोड के रास्ते में केवल घर ही नहीं बल्कि मकान, शेड, दुकान, धार्मिक स्थल स्कूल सहित अन्य निर्माण भी आ रहे हैं। दो दिन पहले हुडा अधिकारी गांव वजीरपुर, पलवली और बादशाहपुर के किसानों से मिले। अधिकारियों ने किसानों को खरीफ की फसल न बोने का आग्रह किया। अधिकारियों ने कहा कि अधिग्रहीत जमीन का कुछ किसान मुआवजा ले चुके हैं , इसलिए किसान उन खेतों में बुवाई न करे, क्योंकि हुडा शीघ्र ही उन खेतों पर कब्जा लेगा। इतना ही नहीं किसान शेड और भवन निर्माणों में पशुओं का चारा व अन्य सामान भी रखे।

नहर पार डिवेलपमेंट की राह आसान करने के लिए हूडा प्रशासन प्लानिंग में जुटा है। सबसे बड़ा रोड़ा एक्वायर की गई जमीन पर कब्जा न मिलना है। अब अधिकारी जल्द कब्जा लेने की प्रक्रिया शुरू करने की बात कर रहे हैं।

नहर पार हूडा और प्राइवेट बिल्डर 7500 एकड़ जमीन पर डिवेलपमेंट कर रहे हैं। कई हाउसिंग प्रोजेक्ट्स के साथ यहां रिहायशी सेक्टर और 4 इंडस्ट्रियल सेक्टर डिवेलप हो रहे हैं। वर्ष 2006 से प्रोजेक्टों पर काम जारी है , लेकिन अब तक ग्रेटर फरीदाबाद के नाम से मशहूर इस इलाके में मूलभूत सुविधाओं का अभाव है। सीवर , सड़क और पानी के साथ - साथ बिजली की सुविधा भी उपलब्ध नहीं कराई गई है। प्राइवेट बिल्डरों से हूडा करोड़ों रुपये ईडीसी के नाम पर वसूल चुका है।

हूडा प्रशासक ए . श्रीनिवास ने बताया कि मास्टर रोड के निर्माण के साथ ही ग्रेटर फरीदाबाद में सीवर , बिजली और पानी की लाइनें बिछाई जाएंगी , लेकिन किसानों के फसलों की बिजाई की हुई है। इसके चलते कब्जा नहीं मिल पा रहा था। कटाई शुरू हो गई है और जैसे ही यह पूरी हो जाएगी , कब्जा लेने की प्रक्रिया शुरू कर दी जाएगी।

ग्रेटर फरीदाबाद में विकसित होने वाले सेक्टर 75, 80 व मास्टर रोड की भूमि में आ रहे निर्माणों को बचाने के लिए शनिवार को चार गांवों के लोगों ने धरना-प्रदर्शन किया। बड़ौली पुल पर गांव नीमका, मिर्जापुर, प्रह्लाद पुर व बड़ौली के दर्जनों लोग एकत्रित हुए और प्रशासन के खिलाफ नारेबाजी की।

लोगों के अनुसार सरकार ने 2008 में सेक्टर 75 व 80 के लिए 16 लाख रुपये प्रति एकड़ मुआवजा घोषित किया था, जबकि नहरपार बिल्डर इन ग्रामीणों को पौने दो करोड़ रुपये प्रति एकड़ देने के लिए तैयार हैं। इसके अलावा सरकार ने आईएमटी और मास्टर रोड में आ रही भूमि का मुआवजा भी बढ़ा दिया लेकिन सेक्टर 75 व 80 के लोगों का मुआवजा नहीं बढ़ाया गया। इसलिए मुआवजे की राशि बढ़ाई जाए। लोगों का यह भी कहना था कि मास्टर रोड के नक्शे में इन चार गांवों के कई निर्माण आ रहे हैं। ग्रामीणों की मांग थी कि सड़क के नक्शे में बदलाव कर इन निर्माणों को बचाया जाए। जयपाल ने बताया कि अब तक लोगों ने प्रशासन से उनका मुआवजा नहीं उठाया है। जब तक सरकार लोगों का मुआवजा नहीं बढ़ा देती तब तक उन्हें जमीन का कब्जा नहीं लेने दिया जाएगा।

बजट के आने से नहर पार ग्रेटर फरीदाबाद में सेक्टरों को जोड़ने के लिए मास्टर रोड का निर्माण कार्य शुरू हो सकेगा। मास्टर रोड के साथ सीवर , बिजली व पानी की सप्लाई की व्यवस्था का काम भी शुरू हो जाएगा। शहर की लाइफ लाइन बन चुके टू लेन बड़़खल रेलवे ओवर ब्रिज को फोर लेन करने का काम भी बजट के आने से शुरू हो सकेगा।

इसके अलावा बाईपास रोड पर रेलवे व हूडा की ओर से संयुक्त रूप से बनने वाले रेलवे ओवर ब्रिज में हूडा अपने हिस्से का भी शुरू कर सकेगा। साथ ही ओल्ड रेलवे स्टेशन के पास बन रहे रेलवे अंडर पास पर भी हूडा अपने हिस्से का काम जल्द शुरू कर देगा। बजट को मंजूरी मिलने के बाद अब बाईपास रोड के निर्माण में तेजी आएगी और शहर के पहले इंडोर स्टेडियम का निर्माण कार्य भी जल्द से जल्द शुरू हो सकेगा।

I am skeptical about Neharpar development in just a budget of 105 crores. Last time we checked with HUDA administrator in 2010, budget for ONLY construction of master roads was 230 crores. Going by escalations and losses, it will now be in range of 300 crores. Complete development will require at least 1000 crores.

So, nothing coming from HUDA for Neharpar development

I do agreewith Dheeraj, Nehar Par required around Rs 1000 cr to lay master roads and swege, HUDA or Haryana Govt doing no favour by providing this as we have paid the money as EDC and IDC, Where is the money???????

Can HUDA or HOODA come up with a white paper on Nehar Paar.

Dear Amit,

The funds requirement will definitely be high and what I have heard from BPTP office and local brokers is that the builders would anytime soon send in a fresh dwmand of additional EDC / IDC charges of Rs. 1100 per sq yard. This would be applicable to all the projects (plots, floors & apartments). Now the question is that what has HUDA done with the money collected so far?

Expect EDC increases in next 1 month and expect builders to raise additional EDC demand.

We should oppose these EDC increases.

How come HUDA ask for additional EDC? They have collected more than 1000 crore as edc and idc 4 years back and these 1000 crore must be now grown to 1600 crore with interest??

Hi All ,

I think , we must arrange one more protest march against HUDA & also file the case against HUDA ASAP.
If any body have some contact in electronic Media like IBN 7 , AAj Tak , STAR news , etc then it may be more useful.
Such news indicate tthat it's not a fraud on Builder level but it is at state level & Government also involved.

Dear Members,

Who aired this news as HUDA will be charging more EDC/IDC level. Wd request members not to create penic of this kind. If any authentic information is there, only then it should be circulated. If HUDA will ask for more EDC/IDC charges, in that event, we would definetly be protesting against HUDA or if needed will move to court also. But pls dont circulate remours!

Sushil, these news are coming from BPTP office. BPTP has direct links with Govt. of Haryana. We should be prepared. Let us file a RTI.

Let the BPTP say anything. If any notification will come from HUDA only then we can challenge the same. Any exercise before that would be only in anticipation. Let something come from HUDA, we will accordingly take our recourse.

Dear Dheeraj,

I do agree with you that without some concrete news, we should not get into legal recourse. But, this news has been doing rounds from last 5-6 months in brokers offices and BPTP and we should oppose it at the opportune time.

So, to start with we should file an RTI to know that how has HUDA utilised the money collected so far? We can also ask for if any additional demand is expected but I doubt if we will get any information on additional demand for EDC / IDC at this stage by way of RTI.

The government authorities have been sleeping over this moeny and god save us if they would have defaulted some also. It will be totally unfair to ask for addtional money with no visible work done on ground till date.
