आशियाना योजना का ड्रा निकालने के लिए भेजा रिमाइंडर

आशियाना योजना के आवेदकों का ड्रा निकालने की अनुमति के लिए हुडा प्रशासक ने उच्चाधिकारियों को रिमांइडर भेजा है। रिमांइडर में उच्चाधिकारियों से जल्द से जल्द स्कीम लागू करने का आग्रह किया गया है ताकि झुग्गी वासियों को जल्द आशियाना फ्लैटों में स्थानांतरित करके बाइपास रोड खाली कराई जा सके। इसके बाद ही इस क्षेत्र से बाइपास रोड को छह लेन करने का काम शुरू किया जा सकेगा।

गौरतलब है कि सेक्टर 37 से 59 तक बनने वाली इस बाइपास रोड के करीब दो किलोमीटर रास्ते में अवैध झुग्गियां आ रही थी। इनमें से सैकड़ों झुग्गियों को हुडा ने पहले ही गिराकर, उन झुग्गी वासियों को आशियाना फ्लैटों में स्थानांतरित कर दिया था। हाल ही में इस क्षेत्र पर सड़क निर्माण भी शुरू कर दिया गया है। लेकिन अब भी बाइपास रोड पर सैकड़ों झुग्गियां रोड़ा बनी बैठी हैं। जब तक उन झुग्गी वासियों का ड्रा नहीं निकल जाता, जिन्होंने आशियाना योजना के लिए आवेदन दिया हुआ है तब तक इस क्षेत्र को खाली नहीं कराया जा सकता। उच्चाधिकारियों से अनुमति मिलने के बाद ही यह कार्रवाई की जा सकती है। आवेदकों ने कई महीनों पहले ही हुडा कार्यालय में आशियाना योजना के लिए आवेदन जमा करा दिए थे लेकिन अब तक उसके आगे की कार्रवाई नहीं हो सकी। इसके चलते बाइपास रोड का निर्माण पूरा होने में भी विलंब होता जा रहा है। इसलिए हुडा प्रशासक ने उच्चाधिकारियों को पत्र भेजा है, जिसमें इस मामले में जल्द कार्रवाई करने का आग्रह किया है। बाइपास रोड का काम 31 जून तक पूरा किया जाना है।

आगरा नहर के साथ बाईपास रोड बनाने में 1345 अवैध निर्माणों ने अड़ंगा लगा रखा है। आशियाना स्कीम में लोगों को फ्लैट देने और अवैध निर्माणों की संख्या जानने के लिए हूडा ने यह सर्वे कराया था। इसमें अंगूठे का निशान लेकर 1345 बायोमैट्रिक कार्ड बनाए गए हैं।

बाईपास रोड के कब्जे हटाने के लिए हूडा प्रशासन काफी लंबे समय से प्रयासरत है। इसके लिए हूडा ने कई बार कार्रवाई भी की लेकिन नाकाम रहा। अवैध निर्माणों में रहने वाले लोगों को दूसरी जगह शिफ्ट करने के लिए हूडा ने आशियाना फ्लैटस भी बनाए हैं , लेकिन लोगों ने इन फ्लैट्स में खास रुचि नहीं दिखाई। कई बार तोड़फोड़ की लेकिन लोगों ने दोबारा वहां पर कब्जे कर लिए। ऐसे में इन अवैध निर्माणों की सही संख्या जानने के लिए हूडा ने बायोमैट्रिक सर्वे शुरू कराया। इस सर्वे में शहर में हूडा की जमीन पर अवैध कब्जों में रहने वाले सभी लोगों के अंगूठे का निशान लेकर उनका स्मार्ट कार्ड बनाया जा रहा है। पहले चरण में बाईपास पर रहने वालों का सर्वे कराया गया। सर्वे में पता चला कि बाईपास रोड पर अभी भी 1345 परिवार अवैध रूप से रह रहे हैं।

घर देने में रहेगी आसानी

हूडा सर्वे एसडीओ अजित सिंह ने बताया कि बाईपास रोड के साथ अन्य कई जगहों पर अवैध निर्माणों का सर्वे किया जा चुका है लेकिन अभी पूरा डेटा नहीं आ पाया है। उन्होंने बताया कि बायोमैट्रिक सर्वे पूरा हो जाने के बाद लोगों को आशियाना में शिफ्ट करने में ज्यादा परेशानी नहीं होगी। सर्वे के बाद पता लग जाएगा कि कितने लोग और कहां अवैध निर्माणों में रह रहे हैं। उन्होंने बताया कि आशियाना के लिए जल्द ही आवेदन शुरू करने के लिए आला अफसरों को लिखा हुआ है। वहां से मंजूरी मिलने के बाद बायोमैट्रिक सर्वे के आधार पर अवैध निर्माणों में रहने वाले लोगों को आशियाना में शिफ्ट कर दिया जाएगा और अवैध निर्माण तोड़ने की प्रक्रिया शुरू कर दी जाएगी।

आओ हुडा की जमीन पर कब्जा करो और रियायती दरों पर फ्लैट ले लो ? हुडा ने ऐसी ही योजना तैयारी की है। हुडा के प्लान के तहत कब्जाधारकों के लिए हुडा नहरपार ग्रेटर फरीदाबाद में पहले से ही रिजर्व फ्लैट रखना चाहता है। नहरपार डेवलप हो रहे १५ सेक्टर्स में पहले से ही आशियाना स्कीम के तहत चार हजार से अधिक फ्लैट तैयार कराने की योजना तैयार की गई है। ये फ्लैट कब्जाधारकों के लिए सुरक्षित रखे जाने का दावा किया जा रहा है।

नहरपार डेवलप होंगे १५ सेक्टर: नहरपार हजारों एकड़ में विकसित हो रहे गे्रटर फरीदाबाद में १५ सेक्टर विकसित किए जा रहे हैं। वर्तमान में शहर में सेक्टर-५६ में २०४० और ६२ में १०४० आशियाना स्कीम के तहत फ्लैट बनकर तैयार हैं। ये आशियाने ऐसे लोगों के लिए बनाए गए हैं जो बाइपास रोड पर हुडा की जमीन पर कब्जा जमाए बैठे हैं। यह योजना अभी तक सफल नहीं हो पाई क्योंकि सेक्टर-६२ व ५६ बाइपास से काफी दूर है इसलिए वहां जाने के लिए लोग तैयार नहीं हैं। इस कारण अब यहां केवल ८०० परिवार ही रह रहे हैं। अब हुडा ऐसी योजना तैयार कर रहा है ताकि भविष्य में कब्जाधारकों की चुनौती का सामना न करना पड़े।

कब्जाधारक हावी: आज शहर में शायद की ऐसा कोई सेक्टर होगा जहां अवैध कब्जा न हो। हुडा के शहर में ३४ सेक्टर हैं। इनमें मूलभूत सुविधाओं से लेकर कब्जों पर कार्रवाई की जिम्मेदारी हुडा की है। हुडा रिकॉर्ड के अनुसार हुडा की कुल ११९ एकड़ जमीन पर अवैध कब्जा है। इनमें सेक्टर-दो में ४.४ एकड़, सेक्टर-तीन में आधा एकड़, सेक्टर-चार में २.७५ एकड़, सेक्टर-पांच में २० एकड़, सेक्टर-छह में १.५ एकड़, सेक्टर-आठ में २.२६ एकड़, सेक्टर-१२ में आधा एकड़, सेक्टर-१५ए में .२५ एकड़, सेक्टर-१६ए में ५.३५ एकड़, सेक्टर-१७ में छह एकड़, सेक्टर-१८-२९ बाइपास रोड पर १० एकड़, सेक्टर-१९ में तीन एकड़, सेक्टर-२० में एक एकड़, सेक्टर-२०ए में आधा एकड़, सेक्टर-२०बी में ३.५० एकड़, सेक्टर-२१बी में एक एकड़, २१डी में १६ एकड़, सेक्टर-२७बी में २.६० एकड़, सेक्टर-२७सी में १.८० एकड़, सेक्टर-३३-३४ बाईपास रोड पर २५ एकड़, सेक्टर-४६ में एक एकड़, सेक्टर-५८ में .२५ एकड़ और सेक्टर-६४ में .६० एकड़ है।

These land grabbers will be given EWS flats in our residential societies. These people will create law and order problems in our societies. What a bad policy by HUDA? It seems land grabbers get free flats and we, law abiding and tax paying people get exploited by HUDA.

We have come to know regarding our builder Piyush that it has to construct 160 EWS flats as per Govt. requirement which constitute 15% of total flats in our society.

We should raise this issue with HUDA in our next meeting with Administrator, HUDA.

Land grabbers is not a problem. Corrupt officers of HUDA who are letting them grab land are the culprits. They are not doing their job and we should file writ petition for getting them thrown out of HUDA.

We the members of GFWA should start encroachment drive to encroach HUDa and Govt. Land.

I disagree with you, @ssp142000. Dacoit can't justify his theft by saying that he committed robbery because there was no police. Also, land grabbing may be due to negligence of HUDA, but we don't have proofs that it occured due to corruption of HUDA officials.

What I meant was that due to negligence and indifferent attitude of HUDA, land grabbers will get free EWS flats in our societies. Whereas we, who have paid lakhs of rupees as EDC to HUDA are NOT getting any facility and instead, we are being forced to live with land grabbers.

Bye Pass Road is a living and shining example of massive corruption prevalent in HUDA and the other concerned Authorities lIke the Irrigation Department. No one is caring for their land. All types of encroachments like the Jhuggis, the scrap dealers, the truck body builders, the wooden door makers, the water tankers illegally taking out water from the deep borewells ( 24 hrs a day )various automobile workshops, various other workshops and shops, the Ahatas etc. etc. the limit is crossed to such an extent that a goood portion of road has been encroached by the truck body builders and water tankers. This portion has been taken by them as if it was their land. Due to this the construction of road for this portion is held up. And the water tankers. We are reading daily in our newspapErs about the drive of DC to prevent water misuse. There are strict laws against illegally digging of borewells and it is completely prohibited near the canal areas.Still it is going on non stop. The water spillage by these tankers on the main roads has broken the road many times.
WHO IS LOOKING AT THESE VIOLATIONS ? Instead of booking a flat in Neharpar area and locking our savings 6 years back ....if we would have just encroached land on the bye pass road, erected a jhuggi or any other work as mentioned above....we would have been gainers by a good margin. Firstly we would be having our savings with us. secondly by now we would have been alloted a ready to move flat in the Asiyaana scheme of the government. And as done by most people, would have sold that Ashiyana flat and pocketed a good margin !

What you have put forward is truth. I am till date not able to understand what kind of approach we are taking to fight against corruption.

I can promise not a single complaint will lead to appropriate resolution. Government authorities here are corrupt and will have to be brought to work only through legal course of action.

I joined this forum thinking we would contribute funds required to fight our case legally through the court of law.

I have seen many RTI's being files but what is the out come. Nothing...

Its high time we account for the funds we have and start dealing with the government authorities LEGALLY.

when we see open violations of the rules like that happenning on the Bye Pass Road, and if we count the number of government servants of HUDA, the irrigation department, the MCD earmarked for this area for the safe upkeep and development...there is a huge crowd of that. Wonder what this crowd is doing ? What is the criteria for selection of these persons when they are not able to see what we all are seeing by our naked eyes ! So many new and pakka structures have come up on the Bye pass road in the last one year in front of everybody but not to the knowledge of these officials.

Dear @ssp142000, we are not closed to legal options. But, before taking legal step, we want to exhaust all options that are available to us. I assure you that GFWA funds are in safe hands.

शहर में चारों ओर स्लम व झुग्गी बस्तियां दिखाई देती हैं। ये बस्तियां सरकार की बेशकीमती जमीनों पर कब्जा करके बसाई जा रही है, मगर प्रशासन का ध्यान इस ओर नहीं है। शहर को स्लम रहित बनाने और गरीबों को सस्ती दरों पर आवास उपलब्ध कराने की राह में पग-पग पर अड़चनें आ रही हैं।

सेक्टर-62 में हुडा द्वारा बनाई गई आशियाना योजना के तहत बने मकानों में लोगों को बसा तो दिया गया, मगर वहां सुविधाएं नहीं मिल रही है। हुडा ने सेक्टर-62 और 56 में करीब 3080 फ्लैटों का निर्माण किया है, जिसमें सेक्टर-62 में 875 परिवारों को बसाया गया है। इसके बाद विभाग ने दोबारा फ्लैट आवंटन के लिए आवेदन मांगे थे, मगर आवेदन फार्म समाप्त हो गया और उस पर अभी कोई निर्णय नहीं लिया जा सका है। वहीं जो लोग सेक्टर-62 में बसाए गए हैं, वे सुविधाओं के अभाव से परेशान हैं। वहां रह रहे लोगों को शहर आने के लिए यातायात की सुविधा नहीं है।

ग्रेटर फरीदाबाद में निजी बिल्डरों ने भी फ्लैट बना दिए हैं, लेकिन ये फ्लैट आम आदमी की पहुंच से बाहर हो चुके हैं, वहीं गरीबों के लिए बनाए जाने वाले ईडब्ल्यूएस प्लाट भी नहीं बनाए गए हैं।

क्या है आशियाना योजना?

केंद्र सरकार ने जवाहर लाल नेहरू अर्बन रिन्यूवल मिशन के तहत नगर निगम और हुडा को दो-दो आशियाना योजना मंजूर की हैं। इनमें हुडा और नगर निगम को उन झुग्गी-बस्तियों को स्थानांतरित करना है, जो इन विभागों की बेशकीमती जमीन पर बसे हुए हैं।

क्या हैं अड़चनें?

नगर निगम ने डबुआ कालोनी में 38.96 करोड़ रुपये की लागत से 1968 फ्लैट, बापू नगर में 25.27 करोड़ रुपये की लागत से 1280 फ्लैट बनाए हैं। इन फ्लैटों के लिए नगर निगम ने आवेदन मांग लिए हैं। मगर झुग्गी बस्तियों व फ्लैटों की संख्या में भारी अंतर है। वहीं हुडा ने सेक्टर-62 में 2040 और सेक्टर-56 में 1040 फ्लैट बनाए हैं। मगर सुविधाओं के अभाव में लोगों को बसाने में दिक्कतें आ रही है।

क्या कहते हैं अधिकारी?

नगर निगम के कार्यकारी अभियंता अनिल मेहता ने बताया कि निगम ने बापू नगर और डबुआ में बन रहे फ्लैटों का निर्माण लगभग पूरा कर लिया है। लोगों को उनमें बसाने के लिए आवेदन मांगे गए हैं। उन्होंने कहा कि केंद्र से मिलने वाली राशि नहीं मिलने से काम में थोड़ी देरी हुई है। जल्द वहां लोगों को बसाने का काम शुरू हो जाएगा।

लोग क्या कहते हैं?

संजीव कुशवाह कहते हैं कि सरकार को झुग्गी-बस्तियों में रहने वाले लोगों को बसाने के लिए ठोस नीति बनानी चाहिए। दो-चार हजार फ्लैट बनाने से ये बस्तियां समाप्त नहीं होंगी। प्रवेश मलिक कहते हैं कि प्रशासन को भी ध्यान रखना चाहिए कि उनकी जमीनों पर झुग्गी-बस्तियां बस रही हैं। वेदवीर ने बताया कि सरकार गरीबों के लिए जो फ्लैट बना रही है, उनमें मूलभूत सुविधाएं भी उपलब्ध करवाए, जिससे कि वे वहां बस सकें। अनुज शर्मा का कहना है कि गरीबों को सस्ते फ्लैट देने के साथ यह भी ध्यान रखा जाए कि वे उन्हें बेच कर दोबारा सरकारी जमीनों पर कब्जा कर झुग्गी बस्तियां न बना लें। ऐसे में फ्लैट बनाकर देने का कोई फायदा नहीं होगा।
