I came across this shocking news on the website
http://www.indianexpress.com. The news is dated 22nd June 2011. And now I know where has all the EDC collected gone. Rohtak, being a VERY SPECIAL CITY for the obvious reasons, has got the biggest pie & Faridabad got the smallest. They have spent much more on Rohtak than they collected as EDC. What has been spent on Faridabad is pea-nuts.

Collects Rs 322 cr as EDC, spends Rs 663 crore in CM’s constituency
For the Haryana government, it seems development of Rohtak—Chief Minister Bhupinder Singh Hooda’s constituency—comes foremost. Development, in fact, precedes the funds needed to undertake it.
The Haryana Urban Development Authority (HUDA) has spent over Rs 340 crore from its own pocket for development of Rohtak in “anticipation” of future collection of external development charges (EDC) from private builders undertaking various projects in the area.
Sources in HUDA said, it had, till December 31, 2010 collected Rs 322 crore as EDC in Rohtak and spent almost Rs 663 crore out of the EDC fund.
Where the excess amount came from, no one in HUDA is ready to explain, but sources state that chances are the EDC funds gathered from other districts have been diverted to cater to the external development of Rohtak.
In other districts, the EDC collected over the years is more than what has been spent with several development works pending completion. In Sonepat for instance, till December 31, 2010, Rs 1,121 crore was collected as EDC and only Rs 662 crore spent. Similarly in Panipat, Rs 295 crore was gathered as EDC till December 31, 2010, and Rs 155 crore spent.
In Gurgaon, the state’s millennial city, HUDA collected Rs 5,702 crore as EDC and spent Rs 4,022 crore. Over Rs 1,680 crore of EDC is lying unspent with HUDA.
Following the filing of a public interest litigation in 2002, HUDA is at pains to explain to the Punjab and Haryana High Court where and how is it spending the EDC gathered in Gurgaon.
Society for Urban Regeneration of Gurgaon (SURGE), a Gurgaon-based NGO which filed the PIL, had pointed out that HUDA was collecting EDC since 1991 but was not spending it due to which the basic infrastructure facilities were missing in Gurgaon.
But Rohtak seems to be a different case and there is never any shortage of funds for its development. The state’s Public Works Department (B&R) department, too, has spent the highest amount on construction of roads and buildings in Rohtak in the past six years.
The department spent over Rs 934.11 crore for the construction of roads and another Rs 299.5 crore was spent on buildings in the district.
The next highest on the list is district Jhajjar, where the department spent almost Rs 740 crore on roads and Rs 105 crore was spent on the construction of buildings here.
In Gurgaon, which is a much larger district in comparison, the department spent only Rs 400 crore on the construction of roads, which is over Rs 534 crore less than what was spent on Rohtak. Here, however, Rs 111.33 crore was spent on the construction of buildings.
The department spent the least on the construction of roads in Faridabad and also ignored the construction of buildings. While Rs 138 crore were spent on roads another Rs 58 crore was spent on the construction of buildings.
