Dear Ajay,
Hope you are drafting a on for the non-development issue in GF, if not, I can do the same but you have to take the legal opinion on the letter from any lawer or legal consultant. We will send the bulk letters to the CM directly rather then sending it to the individual department becasue ultimate deptt has to approach to the CM.

Kindly start the the things fast becasue Hisar election results will shake the position of congress govt and addional pressure shall force them to look into this issue. If the govt fail to look into the issue then we will send the bulk information to the congress that we are deciding not to vote for any election. Let gets the value of vote power as well.

But you have to lead in the whole act becasue you are fully aware of the polical scenerio and having very good approach in the adminstartion. Your aggressive behaviour and positive attitude will add an adavntage in the issue. We are all with you and you move ahead.

Hi Ashok,

I would be bit busy for next few days. If you can help me out in this case. It will be great support.
Also, if you have some gud contact with some legal export in the said subject, then those inputs can be incorparated in the final letter.

My point to send letter to all dept to put pressure on those deptt also, as they need to prepare the Project report, Budget approval sheets etc.
That will create double pressure on those.
We all can make the difference.

Dear Ajay
We need your active support as you are one of the daily commuter in GF area, beside familiar with Faridabad administration as well. Letter drafting may be done by other people together, and I wud suggest not to include much except some factual data like, how much money HUDA and other body taken, what is actual progress, who all will be the beneficiaries, etc, so there may not be any legal issues.

Although if we need to be more agreesive, then we need to draft with help of a legal expert... GFWA may help on same

Hi.
As you know that all these political parties just listen to language of votes,only.We can begin with handing over the memorandum to all,three,mininsters belong to Faridabad with a time bound reply from them.Failing which we can prepare ourselves a kind of dharna or protest in front of the HUDA office.

I am sure even builders or property dealers are going,back door,support to GFWA for the mission.
The only obstacles is who is going to be the torch bearer.
If you think you can take it along i will support you till the logical end.

Please find the draft letter enclosed herewith for your ready reference. Please go through it and take the legal advise on it. I am thinking the letters to be send directly to CM and I will send it contineous one month. I know it is not eco-freindly method of protest but it very effective.

I would reuest to other members to go through the letter and add your valuable suggestion in it.

Ajay, please finalize the letter on urgent basis and all of us will start sending the letter. Please mark the correct address as well.

I think, in the same letter, we should also appeal to withdraw increased EDC/ IDC demand. Also we should send a copy of this letter to PM Office for their information/ intervention.

Better would be not to bring the topic of EDC in this letter.Withdrawl of EDC may irk the authorities in the Govt. and we may lend them a chance to delay the development work due to disputed EDC collections.
Moreover the case is pending the court which will seal our fate in regard to payment of additional EDC.

Dear Guys,
Govt like two things: one is Vote and second is revenue. If we will include the EDC / IDC in this letter then it will lost the strenght and authorities may convince the polticians and can dilute the issue. We already paid so much of amount and we are ready to pay in future but atleast there should be some developement or inititaive from Govt.

We want our houses in the devloped area becasue we had done the payments and this is main issue. For IDC / EDC, we should go to the HUDA administartor and produce the memorundum on behalf of all member that we will not any single panny until you provide the roads to us. I thing GFWA should take a strong stand till court gives the decision.

One of the GFWA should start a signature campaign and every member will sign it. Then the copy of it shiuld be given to them along with memo.

I have gone through the letter and find it a good thing to start with.. I have gone and done some research on similar topics and have found one or two things
1] constitutional rights
2] UN charter obligations
3] Departments currently held by the CM
4] Mention of basic rights..
5] Possibility of social collapse and fallout of mental, monetary and esteem injury.
6] Mention of RTI and gfwa site for details.

I have tried to incorporate in the letter and am attaching herewith for your perusal..
Still scope of improvement is always there

Request GFWA to upload all minutes of meetings with various authorities as well for public view.. As already suggested... always send copy of minutes to dc, builders, dtcp, huda wherever applicable as mark of acceptance, comments, future reference and follow up

(there are two identical attachments with this post- incase there is a problem in opening one of them. I have therefore attached a plain text as well)

Subject: No Development in Neharpar Faridabad causing Mental Agony, Finacial Problem, Homelessness to 50000 families
Esteemed CM Sahib,
With due respect, this is to apprise you that I Ashok Kumar, applied for a floor in “Neharpar” area of Faridabad. I paid to the developer, my hard earned money to provide Shelter and dignity to my Family. The developer has been awarded a license to promote habitation by your worthy Town and Country Planning Department.
I applied in good faith as all the developers/ builders of Neharpar told, that overall development will take 3-4 years as the projects are approved by The Government, as per master plan. All dues towards EDC / IDC charges have been paid to HUDA for a long time. Unfortunately, the situation has not changed since the last 6 years. I am now homeless and may become bankrupt since I have to pay rent and bank EMI.
Please help me from losing my dignity by becoming an offender/defaulter as despite having paid huge amounts to Builder and HUDA, I am homeless. I cannot pay my rent and the EMI for the bank because of dereliction of duty by The Government Departments and Authorities (of which you are the head currently). Like me 50000 families are looking at you with hope in their heart. An association Greater Faridabad Welfare Association (GFWA www.myfaridabad.com) represents the cause of these 50000 families who are at the brink of disaster. Our association had done almost everything like protest, meeting with HUDA administrators and DC, filling RTI (details available on website).
I therefore pray for relief as per “Right to Life under Article 21 of the Indian Constitution” and relevant UN laid International Covenant on Economic Social and Cultural Rights (ICESCR) to which our country is a signatory.
I will keep sending this letter to you due to my pitiable state and desperation till I get a concrete assurance. Please support this cause. Your prompt action shall be highly appreciated.

And my friend Arun.. would like you to elaborate on your first point please..

being bankrupt and homeless is a truth.. it might look sarcastic to some.. possible outcome is default and non payment of rent which tantamounts to being an offender..

Some members may be from comfortable sections of society but most may not be.. Projection of things in the letter should be as if you are the most aggrieved and that is a fact.. This letter writing is of a last resort... I would go to the extent of suggesing that a retired senior citizen should charge the state under Article 21 by mentioning homelessness and default..

Very good efforts being made.Excellent Letter. Can't we publish this letter in Newspapers as An Appeal To CM from GFWA ? Circulate it in NCR area in the form of pamplets ? This will help us portraying our cause to all the concerned authorities and also garner support from a larger section of the Greater Faridabad Residents who are not part of GFWA or do not know at all about GFWA ! Sending a letter to the CM becomes a personalised issue. And we are not living in an era where politicians are possessing some morals. Because of this there will be no hitch from the concerned authorities in directing our letters to their Dustbins.
