Alignment tangle affects work on Faridabad Metro

Construction on the Badarpur-Faridabad link of the Delhi Metro that began on Wednesday was brought to a halt for a couple of hours, allegedly at the behest of National Highway Authority of India (NHAI) officials. Officials of the Delhi Metro Rail Corporation (DMRC) and the Haryana
Urban Development Authority (HUDA), including Metro chief Mangu Singh, participated at a bhoomi puja close to Mathura Road. The work went on without interruption till 6pm.

However, trouble began when employees of a consulting agency hired by the NHAI and that of Mathura-based M/s Shoba Ram Sharma Contractors arrived at the spot and said work should be halted. They said they were acting on the orders of the NHAI project director, Mathura.

They distributed among mediapersons a letter written by KK Gupta, team leader of a Nagpur-based private consultancy agency. “It has been noticed that the DMRC has started construction of Metro rail on Eastern side of NH2 from Delhi-Haryana border to YMCA Chowk,” the letter said.

“The project director... has intimated that although in principle it has been agreed that construction of metro will be within ROW of NH2, but exact alignment has yet to be decided keeping in view the proposed expansion of the road and allied works like construction of service road and drain,” it added.

“As such, he has given the instruction that no work of the DMRC is to be allowed till the time proper sanction and demarcation of the DMRC route is given by them,” it said.

The letter has been addressed to M/s Shoba Ram Sharma Contractors, Mathura.

DMRC denied having received any notice. “First, we have not received any notice. If we receive it, we will consult the Haryana government and reply accordingly,” DMRC spokesperson Anuj Dayal said. “There is no confusion on alignment of this project as the meeting that cleared it was chaired by the NHAI chairman himself’.

Work reportedly resumed around 8pm after the DMRC assured of sorting out the matter at the earliest

Nexus is out in the open. Shows private contractor (who has a sole business of collecting hefty toll from hapless commuters and hence opposing Metro extension along NH 2) and NHAI hand in gloves with each other. So, Metro work is again stopped. We (GFWA) should do protests in co-ordiantion with other associations in Faridabad to highlight issues like Metro getting stuck, Eastern peripheral expressway fate in lingo and no connectivity to NOIDA, increase in circle rates etc. If other Faridabad associations are willing to join hands with GFWA, please send an e-mail to GFWA Working Committee ( wc@gfwa.in ) . Members can help establishing contacts with other Faridabad associations and tell them about successful protests conducted by GFWA in March and November, 2011.

This is untrue. I was at sector-12 court for the registry of my flat and I saw the work going on behind Sector-12 and then again near Badhkal Chowk.

Efforts on to resolve Metro-NHAI tangle

As work on the 13.8-kilometre Badarpur-Faridabad metro line remained suspended since Wednesday night, the Haryana Urban Development Authority (HUDA), the nodal agency implementing the project in the NCR town, has informed Haryana government about the sudden development. Officials said the Haryana government was taking up with the matter with the National Highway Authority of India (NHAI). “I talked to the HUDA administrator, who is the nodal officer for this project, she informed the state government and I am told the government is taking up the matter with NHAI,” said Rakesh Gupta, deputy commissioner, Faridabad.

In a letter, the highway body has reminded DMRC of a meeting held on February 27, 2012, in the HUDA office, Faridabad. “It was decided in the meeting that DMRC would not carry out any work in the right of way (ROW) of NHAI till the alignment is finalised. However, it is sorry to point out that DMRC has started work in the ROW of NHAI without getting any prior approval,” project director CMU Mathura wrote in the letter to AK Gupta, chief project manager, DMRC.

“You are requested to immediately stop the work in the ROW of NHAI till permission is granted,” the letter said. DMRC confirmed receiving the letter.

Sources said some DMRC officials visited the spot to take stock of the situation.

“We have received a notice from NHAI and replied,” said Kumar Keshav, director (projects), DMRC. “We told them work began after proper approval,” he said, adding, “I believe work may have been stopped due to some other reasons, not NHAI.”

Faridabad administration assures metro of all help

The Faridabad district administration has assured the Delhi Metro Rail Corporation of all help with regard to the Badarpur-Faridabad Metro project. The assurance came during a meeting on Friday of a DMRC official and the deputy commissioner of Faridabad. “I assured the DMRC official of all help from district administration and the police. The state government is taking up the matter with the National Highways Authority of India,” the deputy commissioner, Rakesh Gupta, said.

“I called on the Faridabad deputy commissioner on Friday,” Manoj Vajpayee, in charge of Badarpur-Faridabad Metro project, confirmed. He said work resumed on Friday morning and would continue at night. But sources in a consulting agency hired by the NHAI claimed that no work would be allowed at the site till its approval.

“When new projects are started, the initial going is not very smooth and some with vested interests create problems,” Vajpayee said, adding, “I urged the deputy commissioner to ask the police to ensure no law and order problems arise at the construction site.”

On the NHAI’s intervention, Vajpayee said, “We have cleared the doubts they raised in their letter.”

Construction of the 13.8km Badarpur-Faridabad Metro line had been suspended on Wednesday evening over the NHAI’s objections.

मीटिंग होती रहेगी, नहीं रुकेगा काम'

मेट्रो के काम में बार बार एनएचएआई अड़ंगा डाल रहा है , लेकिन डीएमआरसी अपना काम तेजी के साथ कर रहा है। शनिवार को भी डीएमआरसी ने काम किया। कर्मचारियों ने पिलर का ढांचा बनाने का काम पूरा कर लिया है। केवल इसे अंतिम रूप देना बाकी है। उम्मीद है कि दो दिनों के अंदर ही फरीदाबाद में मेट्रो का पहला पिलर तैयार हो जाएगा। दूसरी तरफ शनिवार को डीएमआरसी व एनएचएआई अधिकारियों के बीच होने वाली मीटिंग भी नहीं हो पाई। हालांकि डीएमआरसी ने कहा कि हम काम बिल्कुल नहीं रोकेंगे।

बता दें बुधवार से शुरू हुए मेट्रो के काम को एनएचएआई ने रुकवा दिया था। एनएचएआई के साइट इंचार्ज संजय गुप्ता का कहना था कि डीएमआरसी के पास नैशनल हाइवे की जमीन पर काम शुरू करने का पुख्ता प्रमाण नहीं है , जिसके बाद से प्रोजेक्ट का काम रुक - रुक कर हो रहा है। दूसरी तरफ डीएमआरसी व एनएचएआई के बीच चल रहे विवाद को निपटाने के लिए शनिवार फरीदाबाद मेट्रो की नोडल ऑफिसर अमनीत पी . कुमार की अध्यक्षता में मीटिंग होनी थी , लेकिन अमनीत पी . कुमार के व्यस्त होने की वजह से मीटिंग नहीं हो पाई। यदि मेट्रो के काम की तरफ नजर डाला जाए तो शनिवार को सुबह 8 बजे से ही पिलर का काम शुरू कर दिया गया। मेट्रो निर्माण में पिलर का ढांचा खड़ा कर लिया गया है। इसे अंतिम रूप देने के लिए केवल सीमेंट का घोल डालना बाकी है। जिसे एक दो दिनों के अंदर पूरा कर लिया जाएगा। यानी दो दिनों के अंदर ही मेट्रो का पहला पिलर पूरी तरह से खड़ा कर लिया जाएगा।

डीएमआरसी के प्रवक्ता हिमांशु ने बताया कि शनिवार को डीएमआरसी व एनएचएआई के बीच मीटिंग होनी थी , लेकिन नोडल ऑफिसर अमनीत पी . कुमार के नहीं आने के कारण मीटिंग नहीं हो पाई। हमने पिलर का ढांचा तैयार कर लिया गया है। आने वाले समय में काम बिल्कुल भी नहीं रुकेगा। मामला सुलझाने के लिए मीटिंग होती रहेगी , लेकिन मेट्रो का काम अपनी गति से चलता रहेगा। वहीं एनएचएआई के साइट इंचार्ज संजय गुप्ता ने बताया कि मैं आज मेट्रो की साइट पर नहीं था। मुझे नहीं पता कि वहां क्या हो रहा है। लेकिन एनएचएआई व डीएमआरसी अधिकारियों के बीच में बातचीत का दौरा जारी है। मुझे लगता है कि मामला जल्द ही निपट जाएगा।

While Faridabad Metro.com has not been able to confirm the news but DMRC’s ongoing skirmish with NHAI was the reason and it is being talked that a notice was received by DMRC from NHAI which halted the construction activity on the first pillar itself.

Today activity has started again with iron bars meshed up being brought in for the construction of the pillars. And FaridabadMetro.com definitely hopes that work stay ON now.

विवाद बरकरार, पर मेट्रो का काम शुरू

फरीदाबाद, वरिष्ठ संवाददाता : डीएमआरसी ने भी अब एनएचएआइ के प्रति अड़ियल रुख अपना लिया है। हाइवे अधिकारियों की आपत्ति के बावजूद फरीदाबाद मेट्रो रेल परियोजना का काम शुरू कर दिया गया है। रविवार को निर्माण कंपनियों ने पिलरों के लिए बनाए जाने वाले पहले ढांचे को तैयार कर दिया। मेट्रो के पहले पिलर का ढांचा दो दिन बाद खड़ा कर दिया जाएगा। उसके अगले ही दिन अन्य पिलरों की खुदाई शुरू कर दी जाएगी।

एनएचएआइ की जो आपत्ति है, उस संबंध में शनिवार को देर रात प्रदेश सरकार के नाम एक पत्र हुडा प्रशासक के जरिये भिजवा दिया गया है। पत्र में क्या लिखा गया है, फिलहाल उसका खुलासा नहीं हो सका है। डीएमआरसी अधिकारियों से की गई बातचीत से पता चला है कि अब विवाद के संबंध में एनएचएआइ से किसी भी मुद्दे पर बात नहीं की जाएगी। अधिकारियों ने बताया कि 3 अप्रैल से पिलरों की खुदाई का काम विधिवत शुरू कर दिया जाएगा।

डीएमआरसी प्रवक्ता हिमांग्शु शर्मा ने बताया कि रविवार से मेट्रो निर्माण का कार्य तेजी से शुरू हो गया। उन्होंने बताया कि अगले दो दिनों में मेट्रो का काम युद्ध स्तर पर शुरू हो जाएगा। उन्होंने बताया कि विवाद वाले मुद्दों को सुलझाने के लिए अब प्रदेश सरकार को हस्तक्षेप करने के लिए पत्र लिखा जा चुका है।

उधर, डीएमआरसी के काम जारी रखने पर एनएचएआइ ने रविवार को कोई विरोध नहीं किया। छुट्टी का दिन होने के कारण एनएचएआइ की तरफ से डीएमआरसी के काम का कोई विरोध नहीं किया गया। एनएचएआइ के अधिकारी रविवार के कारण अपना पक्ष देने के लिए भी उपलब्ध भी नहीं हुए।

डीएमआरसी को एनएचएआइ ने दिया एक और झटका

फरीदाबाद, जागरण संवाद केंद्र : मेट्रो निर्माण को लेकर डीएमआरसी और एनएचएआइ के बीच शुरू हुआ विवाद और उलझ गया है। डीएमआरसी जहां-जहां मेट्रो का निर्माण कार्य शुरू कर रही है, एनएचएआइ उसे बंद करवा रही है। सोमवार को मेट्रो निर्माण का काम कर रही कंपनी लार्सन एंड टारबो (एल एंड टी) ने क्राउन इंटीरियर मॉल के सामने भूमि परीक्षण का काम शुरू किया, जिसे शाम को एनएचएआइ ने रुकवा दिया।

मैनहटन मॉल के सामने पिलिंग के काम में एनएचएआइ द्वारा काम रुकवाए जाने के बाद सोमवार को डीएमआरसी ने सराय ख्वाजा के पास क्राउन इंटीरियर मॉल के सामने भूमि परीक्षण का काम शुरू किया था। मेट्रो का काम देख रही एल एंड टी कंपनी ने पिलिंग मशीन भी वहां भिजवा दी थी, जहां मंगलवार सुबह काम शुरू करने की बात कही जा रही थी। वहीं सोमवार शाम एनएचएआइ ने वहां चल रहे भूमि परीक्षण के काम को रुकवा दिया। एनएचएआइ के साइट इंचार्ज संजय गुप्ता ने बताया कि उनके पास स्थानीय कार्यालय के अलावा दिल्ली के द्वारका स्थित मुख्यालय से भी काम रुकवाने के लिए पत्र प्राप्त हो चुका है। वे एल एंड टी के अधिकारियों से बार-बार काम करने संबंधी अनुमति पत्र मांग रहे हैं, लेकिन वे कुछ नहीं दिखा पा रहे। वहीं काम में लगातार आ रहे अड़ंगों के कारण हुडा व जिला प्रशासन की भी फजीहत हो रही है। अधिकारी दावे कर रहे हैं कि काम सुचारू रूप से चल रहा है, लेकिन हकीकत दावों से परे है। यदि इसी तरह काम में अड़ेंगे लगते रहे तो प्रोजेक्ट में देरी की आशका है।

इस बारे में जब हुडा प्रशासक व मेट्रो की नोडल अधिकारी अमनीत पी. कुमार से बात की गई तो उन्होंने स्पष्ट कहा कि विवाद जैसा कोई मुद्दा नहीं है। छोटी मोटी दिक्कतें हैं, जिसके समाधान के लिए उच्च स्तर पर बातचीत चल रही है। एक-दो दिन में सब कुछ ठीक हो जाएगा और काम में तेजी आएगी। उन्होंने काम रुकने की संभावना से इनकार किया है।

वहीं डीएमआरसी के प्रवक्ता हिमांग्शु शर्मा ने भी कहा कि काम कहीं नहीं रुका है। हालांकि एनएचएआइ के साथ उन्हें कुछ दिक्कतें आ रही हैं, जिस बारे में उन्होंने हुडा प्रशासक को पत्र लिख दिया है। उम्मीद है कि जल्द काम में तेजी आ जाएगी।

मेट्रो साइट से सामान चोरी

क्राउन इंटीरियर के सामने चल रहे भूमि परीक्षण के कार्य के दौरान 31 मार्च को सामान चोरी हो गया। वहां मौजूद एल एंड टी के साइट इंचार्ज शिवाकांत चौधरी ने बताया कि साइट से उनकी ड्रिलिंग पाइप व अन्य सामान चोरी हो गया है। इस बारे में उन्होंने अपने अधिकारियों को बता दिया है और वे सूची भी बनाकर ले गए हैं। चोरी हुए सामान की कीमत करीब 30 हजार रुपये बताई गई है। इसकी शिकायत वे पुलिस में करेंगे।

फरीदाबाद, वरिष्ठ संवाददाता : एनएचएआइ के साइट इंचार्ज संजय गुप्ता दो अन्य कर्मचारियों सहित मेट्रो की कंस्ट्रक्शन साइट्स पर गई। उन्होंने निर्माण कार्य रुकवाने का दो बार प्रयास किया, लेकिन कंस्ट्रक्शन कंपनियों के कर्मचारी उन्हें नजरअंदाज कर अपना काम करते रहे।

इस बीच एनएचएआइ के साइट इंचार्ज संजय गुप्ता और डीएमआरसी के सहायक प्रोजेक्ट मैनेजर धमेंद्र कुमार के बीच काफी देर तक बहस भी हुई। बहसबाजी के बावजूद क्राउन इंटीरियल मॉल के समीप मिट्टी की जांच का काम लगातार जारी रहा। काम को रुकवाने के लिए एनएचएआइ के प्रतिनिधि सुबह और दोपहर के समय वहां पहुंचे थे। एनएचएआइ के साइट इंचार्ज संजय गुप्ता ने बताया कि जब वे निर्माण साइट पर पहुंचे तो सबसे पहले उन्होंने डीएमआरसी अधिकारियों से एक बार फिर से निर्माण संबंधित अनुमति पत्र व जरूरी कागज मांगे, जिसे वो नहीं दिखा सके। इसकी जानकारी उन्होंने अपने उच्चाधिकारियों की दी। दोपहर को फिर से कंस्ट्रक्शन साइट्स पर गए, लेकिन उन्हें एक बार फिर डीएमआरसी ने बैरंग लौटा दिया।

डीएमआरसी प्रवक्ता हिमांशु शर्मा ने बताया कि मेट्रो का काम लगातार जारी है। कंस्ट्रक्शन का काम कर रही सभी कंपनियों को निर्देश जारी किए गए हैं कि वे किसी भी सूरत में काम न बंद करें।

The National Highways Authority of India (NHAI) has approached the police to get the work stopped on the Badarpur-Faridabad Metro line, alleging that the construction work being carried out by the Delhi Metro Rail Corporation (DMRC) was going on in an “unauthorised manner”.
In its complaint to the Commissioner of Police, Faridabad, lodged on April 4, NHAI’s project director Mathura said, “The DMRC construction is encroaching the right of way (ROW) of NH2. Despite repeated reminders to the DMRC officials, the Metro is yet to cease work.

The NHAI had denied permission for the work but the DMRC officials would not listen.”

The NHAI official also urged registration of FIR against officials of Metro and the executing agency — L&T Construction Co. “We have come to know that the NHAI has approached the police to stop work, but our work continues,” said Himanshu, a spokesperson for DMRC.

NHAI is trying its best to get work stopped due to vested interests and nexus with private contractors interested in getting toll from hapless commuters. Sonner or later, we may have to plan protests in co-ordination with other Faridabad associations against NHAI

डीएमआरसी के पक्ष में आएआरडब्ल्यूए संगठन

फरीदाबाद, वरिष्ठ संवाददाता : फरीदाबाद में दिल्ली मेट्रो रेल परियोजना का निर्माण कार्य लगातार जारी रहे, उसके लिए शुक्रवार को जिले के कई रेजिडेंट वेलफेयर एसोसिएशन के प्रतिनिधि हुडा संपदा अधिकारी बीएस कालीरमण से मिले और उनको डीएमआरसी के प्रति अपना समर्थन पत्र ज्ञापन के रूप में सौंपा।

कन्फेडरेशन आफ रेजिडेंट वेलफेयर एसोसिएशन के पदाधिकारी दोपहर हुडा प्रशासक से मिलने उनके कार्यालय पहुंचे। उन्हें वहां न पाकर संपदा अधिकारी बीएस कालीरमण से मुलाकात की और डीएमआरसी को समर्थन व सहयोग देने से संबंधित एक पत्र उन्हें सौंपा।

ज्ञापन देने के बाद आरडब्ल्यूए सदस्यों ने कहा, फरीदाबाद में मेट्रो आना गौरव की बात है। कन्फेडरेशन के चेयरमैन एनके गर्ग ने बताया कि मेट्रो परियोजना कार्य के लिए स्थानीय प्रशासन को पूरा सहयोग देना चाहिए। उन्होंने बताया कि एनएचएआइ की मांगों पर गौर करके उसका समाधान किया जाना चाहिए, ताकि निर्माण कार्य बीच में न रुके।

महासचिव एएस गुलाटी ने बताया कि एनएचएआइ बेवजह डीएमआरसी के कामों में अड़ंगा डाल रही है। उन्होंने बताया कि मसले पर बार-बार समझौता होने के बाद भी वे नहीं मान रहे हैं। उन्होंने प्रदेश सरकार से मांग की कि उनको इस मसले पर हस्तक्षेप करना चाहिए, ताकि मेट्रो निर्माण कार्य में किसी भी तरह की दिक्कत न आए।

इस मौके पर संगठन के चेयरमैन एनके गर्ग, प्रकाश भाटी, सुबोध नागपाल, शिव सिंह मलिक, सतबीर सिंह, संतोष शर्मा, बेनीराम, जेके भाटिया, आरसी पाराशर, अनिल शर्मा, उदय चौधरी, नरेश, नागेश सिंह के अलावा कई गण्यमान्य लोग उपस्थित थे।

बल्लभगढ़ मेट्रो के लिए मिट्टी की सैंपलिंग शुरू

फरीदाबाद।। वाईएमसीए तक मेट्रो के काम को रफ्तार देने के साथ ही डीएमआरसी ने बल्लभगढ़ तक मेट्रो का विस्तार करने की तैयारी शुरू कर दी है। भले ही अभी बल्लभगढ़ तक मेट्रो की डीपीआर तैयार न हुई हो, लेकिन दिल्ली मेट्रो ने बल्लभगढ़ तक लाइन बिछाने के लिए मिट्टी की सैंपलिंग करनी शुरू कर दी है। वाईएमसीए से बल्लभगढ़ तक लगभग ढाई किमी में हर 200 मीटर से मिट्टी के सैंपल लिए जा रहे हैं। वाईएमसीए से बल्लभगढ़ तक करीब 13 जगहों से मिट्टी के सैंपल लिए जाने हैं, इसके साथ ही दो स्टेशनों की साइट से तीन-तीन जगहों से मिट्टी के सैंपल लिए जाने हैं। अभी 4 जगहों से सैंपलिंग का काम पूरा कर लिया गया है। यह काम एक महीने में पूरा कर लिया जाएगा।

हरियाणा सरकार के निर्देशों के बाद डीएमआरसी ने वाईएमसीए से बल्लभगढ़ तक मेट्रो का विस्तार करने के लिए डीपीआर तैयार करने की प्रक्रिया शुरू की हुई है। सरकार चाहती है कि वाईएमसीए तक मेट्रो के विस्तार के साथ ही 2014 के अंत तक बल्लभगढ़ तक मेट्रो का विस्तार कर दिया जाए। इसके लिए पिछले दिनों जहां सीएम भूपेंद्र सिंह हुड्डा ने डीएमआरसी के एमडी मंगू सिंह से जल्द से जल्द डीपीआर तैयार करने के लिए कहा था, वहीं हाल ही में बल्लभगढ़ की एमएलए शारदा राठौर ने केंद्रीय शहरी विकास मंत्री कमलनाथ से मुलाकात कर बल्लभगढ़ तक मेट्रो का विस्तार जल्द से जल्द करने का आग्रह किया था।

मिट्टी के सैंपल लेने वाली कंपनी के अधिकारी नवीन बिहारी जोशी ने बताया कि हम लोगों को अलाइनमेंट और दो स्टेशनों की जगहों पर सैंपलिंग करने के लिए कहा गया है। अलाइनमेंट में लगभग 13 जगहों से सैंपल लिए जाने हैं, इसके साथ ही दो स्टेशनों पर तीन-तीन जगहों पर सैंपल लिए जाने हैं। हमने दो मशीनें साइट पर लगाई हुई हैं और चार जगहों पर सैंपल लेने का काम पूरा कर लिया गया है। एक महीने में सैंपल लेने का काम पूरा कर लिया जाएगा।

डीएमआरसी के प्रवक्ता हिमांशु शर्मा ने बताया कि बल्लभगढ़ तक मेट्रो के लिए डीपीआर तैयार करने की प्रक्रिया जारी है। फिलहाल एनएचएआई के साथ कुछ विवाद चल रहा है, इसलिए काम थोड़ा धीमा चल रहा है, लेकिन जल्द ही मामला सुलझ जाने के बाद हम प्रक्रिया तेज कर देंगे। जून तक बल्लभगढ़ तक मेट्रो का डीपीआर तैयार कर लिया जाएगा।
