We conducted a meeting with Ms. Geeta Prakash after our meeting with HUDA administrator. She allowed all 5 people to talk to her. She was very helpful in explaining the things and technicalities of DTCP
1. She explained that Master Plan of Faridabad which covers Sectors 75 to 89 was approved way back in 1991. This shocked us and Sanjeev ji told her to repeat this 2 times.
2. We asked her that even after 19 years, we don't see development.
3. She informed that since there was no population, HUDA denied taking development works.
4. She told that they act as planning consultants to HUDA. For implementing those plans, HUDA has to pitch in.
5. She told that there has been a different approach by HUDA when doing development of their own sectors and development of sectors which fall in area of private builders. HUDA has done infrastructure development before starting construction for its sectors but for private builders, approach is opposite. She agreed that this is a wrong thing that has happened.
6. We asked about what kind of monitoring controls they are having over builders.
7. She informed that they impose penalties and even can cancel license in case of serious irregularities.
8. She informed that land which is reserved for school and health care in Group Housing Society has to be developed by builder ONLY.
9. She informed that if builder sells the land that is reserved for School, health care institutions in Group Housing Society to 3rd party, then this is a case of serious irregularity and builder's license can be canceled
10. We asked if license is canceled, then customers face total loss of their money and home
11. She informed that this is not the case. In those scenarios, Govt. takes control of that society and put the project to completion. Only thing that changes for customers is Governing Body. Builder is prosecuted and money recovered from him.
12. She informed that in Haryana in last 4 years, land acquisition has become very very difficult issue and for this builders have to be blamed as they are offering rates which are very unrealistic
13. We informed that there is a politics involved in it and due to that, farmers agitate
14. We asked about how can we get a builder license and master plans
15. She told us to file a RTI for getting the same
