चंडीगढ़, जागरण ब्यूरो : प्रदेश सरकार ने 14 आइएएस अधिकारियों के तबादले कर दिए हैं। इनमें कई जिलों के उपायुक्त भी हैं। नियुक्ति का इंतजार कर रहे राम निवास को हरियाणा विकास एवं पंचायत विभाग का वित्तायुक्त व प्रधान सचिव नियुक्त किया है। झज्जर के आयुक्त चंद्र प्रकाश को हरियाणा स्कूल शिक्षा बोर्ड भिवानी का सचिव नियुक्त किया गया है। भिवानी के उपायुक्त सीआर राणा को हरियाणा स्वास्थ्य विभाग और राष्ट्रीय ग्रामीण स्वास्थ्य मिशन का निदेशक नियुक्त किया है। राकेश गुप्ता को प्रवीण कुमार के स्थान पर फरीदाबाद का उपायुक्त नियुक्त किया है। सिरसा के उपायुक्त युद्धबीर सिंह खयालिया को फतेहाबाद का उपायुक्त बनाया गया है। हुडा गुड़गांव के प्रशासक नितिन कुमार यादव को भिवानी का उपायुक्त नियुक्त किया गया है। फतेहाबाद के उपायुक्त विजय सिंह दहिया को पलवल का उपायुक्त बनाया गया है। कैथल की उपायुक्त अमनीत पी कुमार को अजीत बालाजी जोशी के स्थान पर हुडा फरीदाबाद का प्रशासक नियुक्त किया गया है। फरीदाबाद के उपायुक्त प्रवीण कुमार को हुडा गुड़गांव का प्रशासक नियुक्त किया गया है। पलवल के उपायुक्त आरसी वर्मा को हरियाणा एग्रो इडंस्ट्रीज कारपोरेशन का प्रबंध निदेशक नियुक्त किया गया है। यह पद रिक्त था। अंबाला के जिलाधीश समीर पाल सरोव को युद्धबीर सिंह ख्यालिया के स्थान पर सिरसा का उपायुक्त नियुक्त किया गया है। फरीदाबाद हुडा के प्रशासक अजीत बाला जी जोशी को चंद्रप्रकाश के स्थान पर झज्जर का उपायुक्त नियुक्त किया है। स्कूल शिक्षा बोर्ड के सचिव शेखर विद्यार्थी को समीर पाल सरोव के स्थान पर अंबाला का उपायुक्त नियुक्त किया गया है। श्री विद्यार्थी अशोक सांगवान के प्रशिक्षण काल के दौरान यमुनानगर के उपायुक्त का भी कार्यभार देखेंगे। कैथल की अतिरिक्त उपायुक्त मोना श्रीनिवास को अमनीत पी कुमार के स्थान पर कैथल का उपायुक्त बनाया गया है।

Once again HUDA administrator-FBD is transfered with in two months of posting.

In last Six Months this is third transfer in Faridabad (HUDA Administrator).

It clearly shows that Haryana Govt doesn't like that someone work for the development of Faridabad.
Because..normally It takes one to two months to understand any region for new officers..

Like Mrs Amneet P Kumar, who just started taking some action for the development of Gr. FBD and rest of FBD, is now transfered.
New Chief will again take some time to settle and then would be transfered...

In a major administrative reshuffle, the state Government has transferred 21 IAS officers.
Sanjeev Kaushal has been posted as Financial Commissioner and Principal Secretary (FCPS), Technical Education, relieving Ajit M. Sharan. M. Kithan, MD, Haryana Diary Development Cooperative Federation, has been posted as FCPS, Housing Department, and Secretary, Cell for Proper Utilisation/Disposal of Government Property, nodal officer for monitoring of CM’s announcements and looking after the work of coordination against vacant posts.
Tarun Bajaj, MD, Haryana Power Generation Corporation, goes as MD, Haryana Vidhyut Prasaran Nigam, Special Secretary, Power Department and Director-General, Power Reforms.
Vineet Garg, State Project Director, Haryana Prathmic Shiksha Pariyojna Parishad, and Project Director, Rastriya Madhyamic Shiksha Abhiyan (RMSA), goes as Special Secretary, Haryana Personnel, Training, Vigilance and Parliamentary Affairs Department, Director-General, Training (ex-officio) and inquiry officer, Vigilance Department, in place of Anurag Agarwal, who goes as MD, Haryana Power Generation Corporation, and Director-General, Science and Technology in place of Tarun Bajaj.

Hi All,

Faridabad DC ( Deputy Commissioner) has been changed with Effect today i.e 2012.5.10.

Yesterday, Haryana Govt. made some transfered of IAS officers and in that FBD DC has been transfered.

Dr. Rakesh Gupta (HY : 97 Batch)has been transfered from Joint Secretary, Planning Department and Deputy Commissioner, Faridabad,to Joint Secretary, Haryana, Health Department and Mission Director, National Rural Health Mission and Commissioner, Food & Drugs Administration, Haryana.

Now, Sh. Balraj Singh(HY : 2003 Batch) would be new DC-FBD.

No concerns. HUDA Administrator, Faridabad is doing excellent job in driving development work in Greater Faridabad and she is not transferred.

No Dheeraj, It makes lot of difference if there are frequent changes of any District Chief.

HUDA administrator is doing her job for the development and Development work taking shape.
But when it comes to Builders issues, Security, Management, Cheating cases, etc etc.. in the District, it is the resp. of DC to control all these.

Earlier, Dr Praveen Kumar given us lollypop and not acted on our submitted complaints.

While Dr. Rakesh Gupta was concern about the Overall issues. He was Senior officer and personally followed for Development work with HUDA administrator.

Even during meeting at CM's Residence, he asked us to meet him to elaborate the Builder related issues.

So there was lot of difference between working of Dr. Praveen Kumar and Dr. Rakesh Gupta.

Therefore, these kind of frequent changes are not good for any District.

डीसी बलराज सिंह ने पदभार संभाला

भास्कर न्यूज.फरीदाबाद. नवनियुक्त डीसी बलराज सिंह ने गुरुवार को पदभार ग्रहण कर लिया। इससे पूर्व वे मेवात जिले में डीसी थे। उन्होंने कार्यभार संभालने के बाद कहा कि उनकी प्राथमिकता रहेगी कि लोगों को एक बेहतरीन एवं सुदृढ़ प्रशासनिक व्यवस्था प्रदान की जाए तथा जिले में उपलब्ध संसाधनों के फलस्वरूप लोगों को बेहतर जनसुविधाएं उपलब्ध कराई जाएं।

उन्होंने कहा वे जिले में अवैध कालोनियों के पनपने पर पूर्णत: अंकुश लगाने का प्रयास करेंगे तथा जिले में किसी भी प्रकार के अवैध कब्जों एवं अवैध निर्माणों को बर्दाश्त नही करेंगे।

उन्होंने कहा वे फरीदाबाद जिले में एक अच्छा संरचनात्मक ढांचा तैयार करने का पूरा प्रयास करेंगे। आम आदमी की समस्याओं को गंभीरता से लेते हुए उनका प्राथमिकता व तत्परता से निपटारा किया जाएगा। इस दौरान बलराज सिंह का डीसी का कार्यभार संभालने पर स्थानांतरित डीसी डा. राकेश गुप्ता, एडीसी प्रदीप गोदारा, नगराधीश अनु, तहसीलदार बिजेंद्र राणा, नायब तहसीलदार संकल्प सिंह, सचिव जिला रेडक्रास सोसायटी डीआर शर्मा सहित अन्य अधिकारियों ने स्वागत किया।

You may be aware that HUDA administrator of FBD has been changed once again i.e on 11th May'12.
Now Mr. Chander Prakesh (HUDA- Rohtak) will take additional charge of HUDA-FBD and will worked for both authorities.

Ms Amneet P Kumar has been transferred to CHD as "Joint Secretary to Govt. Haryana Secretariat Establishment and Monitoring and Coordination Dept."

This is 4th Transfer of HUDA administrator- Faridabad in last one year.

We are not able to understand what Haryana Govt. thinks about FBD and why there are so frequent transfer of HUDA administrator??

Anyway, Yesterday New HUDA Administrator has taken charge at FBD and here is his first Media briefings about the FBD.

फरीदाबाद : हुडा प्रशासक अमनीत पी कुमार के तबादले के बाद बुधवार को रोहतक के हुडा प्रशासक चंद्रप्रकाश ने फरीदाबाद के हुडा प्रशासक का अतिरिक्त कार्यभार संभाल लिया है। नवनियुक्त हुडा प्रशासक ने संपदा अधिकारी बीएस कालीरमण के अलावा अन्य अधिकारियों के साथ एस्टेट आफिस, कंप्यूटर रूम, सर्वे ब्रांच, नायब तहसीलदार कक्ष के अलावा अन्य शाखाओं का निरीक्षण किया। उन्होंने यहां मिली कुछ खामियों को दुरूस्त करने के लिए संबंधित अधिकारियों को आदेश दिए।

हुडा प्रशासक चंद्रप्रकाश ने अधिकारियों से कहा कि बाहरी लोगों के वाहनों का कार्यालय परिसर में प्रवेश बंद होना चाहिए, केवल हुडा अधिकारी व कर्मचारियों के ही वाहनों की अंदर आने की अनुमति है। उनके वाहनों की देखभाल के लिए शैड बनाए जाए। हुडा के दोनों गेटों पर लोहे की जंजीर लगाई जाए, ताकि वाहन गेट तक न आ सके। हुडा कर्मचारियों को एक कार्ड दिया जाएगा, जिसके आधार पर उनके वाहन ही अंदर आ सकेंगे। उन्होंने अंदर खड़ी कर्मचारियों की साइकिलें व संदूकों को बाहर निकालने के सख्त आदेश दिए।

भ्रष्टाचार बर्दाश्त नहीं

हुडा प्रशासक चंद्रप्रकाश ने कार्यालय का निरीक्षण करने के बाद अधीनस्थ अधिकारियों के साथ बैठक की। उन्होंने कड़ा रूख अपनाते हुए कहा कि भ्रष्टाचार बर्दाश्त नहीं होगा। यदि किसी काम के बदले रिश्वत मांगी गई तो अधिकारी-कर्मचारियों के खिलाफ सख्त कार्रवाई की जाएगी, इसलिए सभी अधिकारी व कर्मचारी निष्ठा व ईमानदारी से काम करे। किसी भी व्यक्ति के काम में देरी होने पर मिली शिकायत के आधार पर पहले जेई, फिर एसडीओ व कार्यकारी अभियंता से जवाबतलबी होगी। अधिकारी समय से कार्यालय आए और सुबह 11 से दोपहर एक बजे तक लोगों की शिकायतों को गंभीरता से सुन कर उनका हल किया जाए, ताकि लोगों को परेशानियों का सामना न करना पड़े।

विकास कार्य प्राथमिकता

हुडा प्रशासक चंद्रप्रकाश ने बातचीत के दौरान बताया कि विकास कार्य उनकी प्राथमिकता होगी। शहर के सौंदर्यीकरण के लिए अधूरे विकास कार्यो को सिरे चढ़ाया जाएगा, लेकिन विशेष ध्यान मेट्रो और मास्टर रोड पर रहेगा। उन्होंने कहा कि काम में कोताही नहीं बरती जाएगी। हालांकि उनके पास दो जिलों का कार्यभार है, फिर भी फरीदाबाद पर विशेष नजर रहेगी।

विकास की रफ्तार नहीं होगी धीमी

फरीदाबाद के नए हूडा प्रशासक चंद्रप्रकाश ने बुधवार को कार्यभार संभाल लिया। चंद्रप्रकाश रोहतक के भी हूडा प्रशासक हैं और फरीदाबाद का उन्हें अतिरिक्त कार्यभार दिया गया है। चार्ज लेने के बाद उन्होंने हूडा कार्यालय परिसर का दौरा किया और अधिकारियों को जरूरी दिशानिर्देश दिए। इस दौरान उन्होंने आमलोगों के साथ खड़े होकर सिंगल विंडो पर होने वाले काम का भी जायजा लिया। उन्होंने फरीदाबाद में चल रहे विकास कार्यों का जायजा लेने के लिए हूडा के तमाम अधिकारियों और कर्मचारियों के साथ अलग-अलग मीटिंग की। रोहतक और फरीदाबाद दोनों जगह काम का सही तालमेल बैठाने के लिए वह सप्ताह में कुछ दिन फरीदाबाद में बिताएंगे और कुछ दिन रोहतक दफ्तर में बैठेंगे। उन्होंने कहा कि दो जगहों की चार्ज का असर फरीदाबाद के डिवेलपमेंट पर नहीं पड़ेगा।

हूडा प्रशासक ने कार्यालय परिसर के दौरे में पार्किंग व्यवस्था पर नाराजगी जताई और उसे दुरुस्त करने को कहा। उन्होंने कहा कि हूडा कार्यालय में टाउन पार्क साइड वाली एंट्री से केवल अधिकारियों की गाडि़यों को आने दिया जाए। हूडा कार्यालय में आने वाले आमलोग भी इसी साइड बाहर की तरफ गाडि़यां खड़ी करें और इसी साइड वाले गेट से एंट्री करें। लघु सचिवालय की साइड वाली एंट्री के पास एक शेड डाल कर पार्किंग डिवेलप की जाए जिसमें हूडा कर्मचारियों की गाडि़यां और बाइक खड़ी होंगी। इस लघु सचिवालय से सिर्फ हूडा कर्मचारियों की गाडि़यों व बाइक को अंदर आने की अनुमति होगी। इसके लिए हूडा अधिकारियों व कर्मचारियों को आई कार्ड दिए जाएंगे, जिन्हें दिखाकर वे अंदर पार्किंग का यूज कर सकेंगे। यह काम हूडा सर्वे एसडीओ और एस्टेट अफसर संभालेंगे। चंद्रप्रकाश ने बताया कि फरीदाबाद के विकास कार्यों को समय पर पूरा करना उनकी प्राथमिकता होगी। इसके साथ ही लोगों की समस्या का भी समय पर निदान दिया जाएगा।

उन्होंने कहा कि फरीदाबाद में हूडा की जमीन पर अवैध निर्माण बर्दाश्त नहीं किया जाएगा। इसके साथ ही हूडा कार्यालय में किसी भी अधिकारी या कर्मचारी की हेराफेरी बर्दाश्त नहीं की जाएगी। अगर ऐसा होता है तो सख्त एक्शन लिया जाएगा।

उन्होंने कहा कि उनके लिए बेशक यह बड़ी जिम्मेदारी है कि सीएम सीटी रोहतक और फरीदाबाद दोनों जगहों पर एक साथ काम संभालना पड़ रहा है , लेकिन इससे डिवेलपमेंट की रफ्तार स्लो नहीं होगी। वह सप्ताह के दिनों को काम के हिसाब से दोनों जिलों के लिए बांटेंगे और प्रयास करेंगे कि सप्ताह में 2 या 3 दिन फरीदाबाद जरूर आएं।

It is matter of fact... Now CM can check how much money is laying in Faridabad as EDC and how to divert this to Rohtak.

Now Administrator is common to both district, so no officer can question about the fund transfer. Having said that he will focus on development of FBD (Metro and master road), it seems in the name of these services he will make money and will transfer to Rohtak -reason known to all of us.

Now, our hope is from P&H High court about the EDC Writ case.

Let's all pray for the best and lets hope some favorable decision from Court.
