New Delhi: The Delhi government on Monday recommended to President Pranab Mukherjee to take strong action against the wrongdoers who had granted provisional regularization certificates to unauthorized colonies. The recommendations, however, didnt name former chief minister Sheila Dikshit.
The Lokayukta in an order related to issue of provisional regularization certificates makes strong observations and raises concerns. We endorsed the Lokayukta order and its recommendations. We have recommended as a government view for strong action and punishment to the guilty as per the Lokayukta recommendation, urban development minister Manish Sisodia said.
In the order last November, the then Delhi Lokayukta, Justice Manmohan Sarin, had recommended to the President to issue an advisory to Congress leader Dikshit holding her responsible for granting provisional regularization certificates to over 1,200 unauthorized colonies just before the assembly polls in 2008. The Delhi governments recommendation came after the Presidents office sought its comments.
The Lokayukta order was passed on a complaint filed by BJP leader Harsh Vardhan who alleged that Dikshit had issued the provisional certificates to lure voters.
In 2012,a committee, headed by the then divisional commissioner Vijay Dev, had found serious wrongdoings in the process of issuance of provisional regularization certificates and recommended criminal proceedings against those involved in the irregularities.
Despite issuance of these certificates, regularization still remains a distant dream.
