ग्रेटर फरीदाबाद और फरीदाबाद की कनेक्टिविटी के लिए जल्द ही आगरा और गुड़गांव नहर पर पुलों का निर्माण शुरू होने की उम्मीद है। हूडा अधिकारियों का कहना है कि यूपी सिंचाई विभाग ने आगरा नहर पर बनने वाले पुलों के लिए सर्वे पूरा कर लिया है। अगले सप्ताह तक वे लागत का पूरा ब्यौरा हमें दे देंगे।

ग्रेटर फरीदाबाद और फरीदाबाद को जोड़ने के लिए आगरा और गुड़गांव नहर पर 4 पुलों को बनाने की प्लानिंग की गई है। आगरा नहर पर पुलों का निर्माण यूपी सिंचाई विभाग और गुड़गांव नहर पर पुलों का निर्माण हरियाणा सिंचाई विभाग को करना है। पुलों के निर्माण में आने वाले खर्च का भुगतान हूडा को करना है। हरियाणा सिंचाई विभाग ने पुलों के निर्माण में आने वाली लागत का ब्यौरा हूडा को दे दिया है और हूडा ने बजट मंजूरी के लिए भेजा हुआ है। हरियाणा सिंचाई विभाग जल्द ही सेक्टर 3 ्र /8 की डिवाइडिंग रोड के सामने गुड़गांव नहर पर एक पुल का निर्माण शुरू भी करने वाला है। सिंचाई विभाग ने अभी तक पुल के निर्माण के लिए हूडा को पैसों का ब्यौरा नहीं दिया है। अधिकारियों का कहना है कि जल्द ही वे बजट की डिटेल हमें सौंप देंगे। हूडा एसई टी . डी . चोपड़ा का कहना है कि यूपी सिंचाई विभाग की तरफ से पुलों से संबंधित सभी सर्वे पूरे कर लिए गए हैं। अगले सप्ताह तक वे हमें निर्माण लागत का ब्यौरा दे देंगे। इसके बाद हम बजट को मंजूरी के लिए भेज देंगे , जिसके बाद पुलों के निर्माण की प्रक्रिया शुरू हो जाएगी।

गुड़गांव नहर पर बनने लगा पुल

हरियाणा सिंचाई विभाग ने ग्रेटर फरीदाबाद और फरीदाबाद को जोड़ने के लिए बनने वाले चार पुलों में से एक का निर्माण कार्य शुरू कर दिया गया है। सिंचाई विभाग ने इसकी शुरुआत सेक्टर-3 और 8 की डिवाइडिंग रोड के पास गुड़गांव नहर पर की है। सिक्स लेन इस पुल के निर्माण में 5 करोड़ 84 लाख रुपये खर्च किए जा रहे हैं, जिनका भुगतान हूडा को करना है।
पुल के निर्माण के लिए सिंचाई विभाग ने लगभग डेढ़ महीना पहले टेंडर जारी कर दिए थे और अब पुल का निर्माण कार्य शुरू करा दिया गया है। जिस कंपनी को टेंडर किया गया उसने साइट पर मटीरियल पहुंचना शुरू कर दिया है। इसके साथ ही गुड़गांव नहर में पानी के बहाव को रोककर पिलर के लिए पाइलिंग शुरू कर दी गई है। कंस्ट्रक्शन साइट पर काम देख रहे दीपक मेहता ने बताया कि एक साल में पुल का निर्माण कार्य पूरा कर दिया जाएगा। सिंचाई विभाग के एसई संदीप तनेजा ने बताया कि ग्रेटर फरीदाबाद और फरीदाबाद से जोड़ने वाले पहले पूल का निर्माण कार्य शुरू कर दिया है। हूडा एसई टी. डी. चोपड़ा ने बताया कि पुल के लिए सिंचाई विभाग को हमने पहले ही 30 लाख रुपये दे दिए हैं। बाकी पैसा मंजूरी के लिए उच्च अधिकारियों के पास भेजा हुआ है, जल्द ही मंजूरी आ जाएगी, उसके बाद पैसा सिंचाई विभाग को ट्रांसफर कर दिया जाएगा। इसके साथ ही बाकीतीन पुलों का पैसा भी सिंचाई विभाग को जल्द दे दिया जाएगा।
सेक्टर 75 के पास जुड़ेगा पुल : गुड़गांव नहर पर बनने वाले इस पुल के आगे आगरा नहर पर पुल बनाने की जिम्मेवारी यूपी सिंचाई विभाग की है। यूपी सिंचाई विभाग के अधिकारी भी जल्द ही हूडा के पास पुल का एस्टीमेट भेजने वाले हैं, जिसके बाद वो भी पुल का निर्माण कार्य शुरू कर देंगे। दोनों पुलों के बन जाने के बाद बाईपास रोड सीधा ग्रेटर फरीदाबाद के मास्टर रोड से सेक्टर 75 के पास कनेक्ट हो जाएगा। इससे ग्रेटर फरीदाबाद के सेक्टर 75, 76, 77, 80, 79 और 78 के लोगों को लाभ मिलेगा।

यूपी सिंचाई विभाग की वजह से आगरा और गुड़गांव नहर पर बनने वाले पुलों के बजट को मंजूरी नहीं मिल पा रही है। गुड़गांव नहर पर बनने वाले पुलों के निर्माण के लिए हरियाणा सिंचाई विभाग ने अपना एस्टिमेट हूडा को सौंप दिया है, लेकिन यूपी सिंचाई विभाग ने बजट नहीं दिया है। वहीं, हूडा अधिकारियों का कहना है कि दोनों विभागों के एस्टिमेट को एक साथ मंजूरी दी जाएगी, ताकि काम साथ शुरू हो सके।
गौरतलब है कि ग्रेटर फरीदाबाद और फरीदाबाद को जोड़ने के लिए आगरा और गुड़गांव नहर पर 4 पुलों का निर्माण होगा है। इसमें आगरा नहर पर यूपी सिंचाई विभाग और गुड़गांव नहर पर हरियाणा सिंचाई विभाग को पुल बनवाने हैं। इसमें आने वाले खर्च का भुगतान हूडा को करना है। इसके चलते हूडा ने दोनों विभागों से निर्माण में आने वाली लागत का ब्यौरा मांगा था। हरियाणा सिंचाई विभाग ने चारों पुलों के लिए करीब 25 लाख का बजट हूडा को दिया था, जिसे मंजूरी के लिए उच्च अधिकारियों को सौंप दिया गया है। वहीं, यूपी सिंचाई विभाग ने बजट के लिए पूरा सर्वे कर लिया है, लेकिन अभी तक हूडा को नहीं दिया है। हूडा अधिकारियों के मुताबिक, उच्च अधिकारी चाहते हैं कि दोनों विभागों के बजट को एक साथ मंजूरी दी जाए।
हूडा एसई टी. डी. चोपड़ा ने बताया कि दोनों विभागों के बजट को एक साथ मंजूरी देने की बात उच्च अधिकारियों ने कही है। फिलहाल यूपी सिंचाई विभाग के अधिकारियों से बातचीत की जा रही है। उम्मीद है कि जनवरी के शुरुआती दिनों में उनका एस्टिमेट हमारे पास आ जाएगा। इसके बाद उनके बजट को भी मंजूरी के लिए भेज दिया जाएगा।

Hello @Miketest, you have to frame RTIs differently for having compliance with Govt. order though this is not a requirement under RTI act. So, your original RTI can be reframed as:

Finally received reply today from HUDA Division-3. I mapped the locations given in the reply and they are coming out to be the same as reported in news in the past.

We can seek info on private companies under section 2(f) of RTI Act 2005.

Sec. 2(f) "information" means any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force;

Hence Private Entities are covered under the RTI Act through the Public Authority with which they are registered e.g. For Co-operative Society : Deputy Registrar of Co-op. Sty's, for Banks - RBI etc, you will need to find out with which Public Authority the Private Entity has registered themselves.

Please file your RTI applications to the Public Authorities, who in turn should forward your application/ queries to the concerned Private Entity and get the information for you.
This virtually brings every one under the ambit of RTI Act.

I am going to file another RTI application to SPIO today on seeking info on EEDC collected by the builder. Lets all of us do this and bring ghost out of the closet.

ग्रेटर फरीदाबाद और फरीदाबाद के बीच आगरा व गुड़गांव नहर पर चार पुलों का निर्माण किया जाना है। आगरा नहर पर बनने वाले पुलों के निर्माण के लिए यूपी सिंचाई विभाग ने हूडा से 43 करोड़ रुपये मांगे हैं।

Ajayji, Is it possible for tender process to finish before the estimates are approved? Also I would like to seek advice from you as in how much time do you think the bridges work may start?

As I know HUDA has already given its written consent and some amount to U.P.Irrigation Department for starting tender process. After tender process contractor will take one to two months for start of work . In the meantime estimate will be approved in the Authority Meeting and fund will be released to UP Irrigation Department after start of work.
