RPS Savana Construction Site Visit Update – 20th May 2011

Hi All,


After our GFWA morning meeting on 20th May 2011 with DC Praveen Kumar, Faridabad DTP head Sanjeev Mann and other Faridabad govt officers and Builders, all people who came for meeting where gathered at park opp mini secretariat to decide the future course of actions. The media notice and meeting details are already shared by Dheeraj and Ajay to the forum.

Further, acting on RPS Savana members complaint that RPS management is not allowing site visits and rest other builders are allowing it, DTP Head Sanjeev Mann arranged Visit for 4 people into RPS construction site.
4 members – Jayanta, Vineet, Amit and I(Sanjeev) went to RPS Savana construction site at Sector 88.

When we reached at RPS site office at sector 88, we were asked to wait for some time before they can confirm if we can proceed with site visit. After approx 15 -20 mins they allowed us and their supervisor came with us for site visit, they also advised us not take any photographs of constructions.

Before proceeding for visit, they brought safety helmets from their store office and asked all of us to wear them. During the visits of our towers we 4 people were accompanied by 5-6 supervisors (4 were looking more like body builder boxers then supervisors, also they do not have any information about constructions going on) and 2 additional security guards and a contractor’s supervisor. So more or like this was heavily guarded site visit.

We went in for 2+1 / 2 BHK flats in tower 8, tower 3 and tower 5 for visit and here are the highlights of what we have seen:
Common area:
1. 2+1 BHK and 2 BHK towers seem to be completed sooner than 3BHK and other flats. The deadline is still not known to us.
2. Even is the flats are completed by end of Dec 2011, the basic infrastructure to be provided by govt like water, electricity, drainage, roads etc., will not be available sooner than end of 2012.
3. In the DTP master plan 2051 (still not finalized ) there is no plan for Kheri road makeover rather main road is planned behind RPS Savana back side.
4. The tower common area floorings are completed with granite and finishing is also done for half of towers except for stairs. They are completing flooring plastering and other things from top floor to ground floor.
5. Stairs iron railings are not so thick as we see in other apartments, though its kind of ok. Staircase width is approx 4 feet, which is standard.
6. Need to verify the Lift space, to me it looks bit small for 17/18 story building.
7. Wooden window frames and door frames are 75 % fixed in these towers and remaining are ready to be fixed as carpenter are working over each tower.
8. Contractors told us all electrical and bathroom fittings are purchased and ready to be fitted, they are not fixing because of fear that the fitting will might be stolen by laborers working there.
9. RPS engineer told us that a common water tank will be there at top of each tower usually about the lift and staircase area for all tower residents. I am not sure what will be capacity and neither had they confirmed us the same.

More details:
Kitchen :
Kitchen slab standard height is 3ft but it looks the height of slab is 2.5 ft, though there is provision for GAS cylinders to fit in.
The Sink installed is small.
Leakage test are going on in Kitchen / Toilets by putting water in those areas.

Electrical / plumbing :
Structures are in place for electrical wirings to be done before possession.
Enough number of electrical socket holders is given.

Internal wall Plasters :
Walls and ceiling are plastered but with inferior quality and cements are coming out if you rub with your fingers – when complaint about it with engineer present, they told us that if found defective they will again re-do the plaster. Seems impossible as this was the case with all four flats we visited.

Doors / window:
Bathroom doors are not so wide may be only 2.5 ft in width, so looks little clumsy.

Toilets / Drainage:
Western toilets will be provided in master bedroom attached and common area bathroom, the placeholders and drainage systems are installed. Water drainage is also given in balcony area.

Bedrooms area :
Bedroom sizes looks ok as what was shown in layout plans.

Above are the items I have noted out from my visit and I may have forgotten to write many things, please raise any points if missed anything and I’ll try to answer them over here.
This post is only for RPS Savana construction visit for 2 BHK and 2 BHK towers mentioned above.

Hi Sanjeev,

Thanks for the detailed update. I would add my few observations:

- Master plan we saw is for 2031.
- The lift shaft size looked OK to me specially after reading news of samll size lifts in other apartments. I do not know how much of the are gets reduced after intallation of lifts.
- Though RPS guys told us that there are 3000(yes, read it as three thousand!!) people working on the site, we hardly saw 15-20 people (besides the guys accompanying us) during our visit.

The biggest conern -- As a layman, whatever understanding I have about the constructions, there is remote possibility of possession for even 8 towers by end of 2011. The reasons:

- Construction stage.
- Pace of construction.
- RPS people themselves told that the delay is because of the government. They do not expect that the people will move in before infrastructure(roads, water, sewer, electricity from govt side) is completely ready so they are apprehensive to make investments keeping in view only 10-20 families will move in.
- There is no internal infrastructure development even for these 8 towers.

I foresee possession of these towers at least 1 year from now. For buyers except these towers, wait may be minimum till next year end or even more.

To update everyone, honourable DC has ordered to set up a committee to monitor quality of construction and to assess if there is a delibrate delay in construction by the builders. If there is a delibrate delay, builders will have to pay interest to the customers.

We need to submit complaints in this regard and if possible, provide concrete facts. Please go ahead and submit your complaints. I am sure each of the Savana buyers needs to spend 1-2 hours to draft their complaints but guys believe me this would be worth it keeping in view the money and time we have invested and the mental agony we have undergone.

Thanks for such a detailed information, I am holding one of the 2+1 flat in RPS Savana and might be one of the oldest allotee. I booked my flat in Feb, 06. Kindly adv. if they have opened the site visit for every one or it is only a special arrangement that has been made.

@Vineet the plan that Mr Mann showed us was for 2051 which he refused to share with us stating this is not final yet.

@ skanand1961 - 3 / 3+1 BHK will take more than 1 yrs to get complete in my opinion.
@ parulmak - We visited 1 tower of 2BHK not sure which one but this is the same tower which VIneet has booked his flat. @VIneet - Can u let us know which tower of 2BHK flats we visited.

More or less, the flats of 2 BHK / 2 +1 BHK will get ready soon (may be 6-8 months) and will be handed over to posession without external infra.

To add here, this visit was specially arranged one from DTP head Mr. Sanjeev Mann, usually RPS management is still not allowing site visit citing safety reasons.

Thanks sanjeev for posting a detailed report.

A few comments from my side

1. RPS still not allowing construction site visit. This visit was allowed only after the DTP intervened on our complaint and personally called the RPS Site Incharge liason officer and instructed him to allow site visit for our group.

2. We were escorted by 2 site supervisors, a couple of security guards, and 4 'goons' said to be supervisors and strictly instructed not to take pictures from the office.

3. The plastering quality is extremely poor and was easily coming off with bare hands. I am sure they will later cover it up during painting and at that time we would have no way of checking the plaster and as we cannot scratch the paint.

4. 2+1 bathrooms are very small, and the door is barely wide enough for one person to enter. A washing machine cannot be moved into the bathroom door and a person with health problems like obesity might have problems entering the bathroom due to the small entrance.

5. The site supervisor boasted that approx 3000 laborers are working on the site when we hardly saw 30 laborers.

6. In my opinion, the 2 BHK and 2+1 BHK towers will take minimum of 1+ year to complete looking at the speed of construction and ground work remaining, 3 BHK and beyond will take 2+ years.


Its up to us to decide if we want to wait and watch the circus or start some pressure tactics.

Thanks for providing the detailed updates. Your comments are actually like a virtual tour of the site. The general impression I get here is that the construction status is not as bad as we were presuming. Point to be noted here is that the status of construction is same as claimed by RPS. That means, though the pace of construction is slow, yet we are being conveyed the correct information by RPS. Now, on one side, our endeavour should be to pressurise RPS to speed up the finishing work & provide the basic internal infrastructure ASAP, on other side, mounting the pressure on HUDA for external development.

I have a following submission here regarding the site visit.

Sanjeev, you have mentioned that bathroom doors are 2.5’ wide. Can you confirm what was the size of door mentioned in the layout plan? Generally, this is the standard size (I found my present bathroom door’s size to be 2.5’). But if they have mentioned bigger size in their layout plan, let’s include this point also in our complaint.

Jayanta, your apprehension regarding the size of bathroom door doesn’t seem to be genuine as the width of washing machine is hardly 2’. Also, a width of 2.5’ is good even for a fat person unless he is like old Adnan Sami. What I mean here is that we should not have these kinds of apprehensions & not adopt unidirectional approach in assessing the things. The question here is, does it suit us? And if the answer is yes, great!!! Instead of wasting our time on trivial issues, let’s concentrate on larger issues like early possession & internal & external development.

@ Vaibhav N All RPS savana members :

Today I measured the bathroom doors in my rented accomodation and that turns up only 2 Ft and which seems to be equal to what RPS has given in our apartments. So my aprehention for toilet doors would be 2.5 Ft was wrong.

And 2 Ft door is enough to take washing machines inside the toilet, but there is no provisions given by RPS. This was confirmed by RPS during our visit.

I would also like to request you all, not to go into any confrontations with RPS for minor issues, our main aim will be to get work done asap so they can provide us possession in the end of Dec 2011.


When other members say we need to put pressue on HUDA as well along with RPS, I will say- thats what GFWA is doing by having meeting with specific stake holders in Govt offices. And the meeting with DC Mr. Praveeen Kumar and DTP head Mr Sanjeev Mann on 20th May 2011 was part of broader stratergy to address all issues related to Neharpar area developments.

Every one has right to raise their opinon so, Please feel free to comment on issues for discussions here in forum.

Hello Vaibhav,

I agree that we should concentrate on early possession and external development first, but is that not what we are doing?

I have simply mentioned my observations in my earlier post which might seem trivial to you, but its not for me as this my life investment and I surely do not want to live in a pigeon hole for the rest of my life. I have not said that we should ask RPS to break the doors and make them wider, it was only my observation that doors seemed narrow.

Trust me, its frustrating when even after 5 years, there is no clarity when you'll get possession and you have to beg RPS for a site visit which is denied. Speaking with RPS is like banging your head against the wall.

Please feel free to suggest what we should do differently rather than suggesting possession and external development which is obviously what ever body wants. But the question is, how do we get there?

please try to avoid pinpointing and conflicts.

Vaibhav: If you do not like what someone has said try to express it positively. I mean instead of using words like "Adnan Sami" you could have said "the width of the doors is normal. Hance, we should concentrate on something more important"

We all know that this is an open forum but, please keep in mind that unity is most important.

Hi guys,

Let Adnan Sami stay in peace and keep him away from GFWA :) .

We are not experts in constructions. When I visited the site, the door size seemed too small to me too. Then I realised that I had seen that in unfinished flat. I have same door size in my present house but when I see that against bright wall background, it appears bigger.

Agree with Shamsher. Lets keep united, be more constructive and suggest what needs to be done to make more impact. There are bigger concerns to handle.
