Alert : T&CP Increase EDC charges in Greater Faridabad

Hi all,

Now here is the end of speculations of EDC charges increase in Greater Faridabad Area.

As per Today Notice in some leading News paper by Town and Country Planning, they Increased the EDC charges in Greater Faridabad Sectors 66 to 89.

Lets plan strategy for the same to oppose this rise in EDC.

Pls go thru this and analyse point by point

The only logical way I can think of to stop this increase is to file PIL ASAP in high court and take stay order..For that we need very experienced lawyer advice and involvement, who can tell how much merit in our case.
Legal People can give better light on this.
The other subsidiary way is Mass protest...and all neharpar home buyers and investers shd come on road and do a mass protest.

I agree with Manish.

With this EDC rates in Greater Faridabad have become equal to Gurgaon

What is the increase in % of EDC? What were previous rates?

It is surprising that when I got RTI reply, they said that they consider Faridabad as 1 unit and replied that they can't give breakdown for Greater Faridabad region. But, now, lie has come out. They have increased EDC rates only for Greater Faridabad region.

EDC increase is also in contradiction to what Administrator, HUDA, Faridabad told to us in meeting on Monday. He told us that only after land is acquired in Sectors 75 and 80, they will think about increasing EDC rates.

We must defiantly oppose it strongly.
BTW if any body knows that what was the previous and increased EDC charges (per sqr feet)?
My builder took combined (EDC+IDC) charges = 170/sqr feet and did not mentioned the breakup.

Hi all,
There are some questions which need to be answered before taking any step forward.
#1 what was earlier EDC rate?
#2 how much EDC demanded from Builder wise?
#3 how much EDC deposited by builders to Govt.
#4 If any EDC pending from builder side, they must be earning interest on that amount. What is going to happen to that Interest part?
#5 Which is the estimate of amount which Govt is going to spend on External devlopment?
#6 How Govt utilized our deposited EDC amount since 2005?
#7 Reference to point #3 which states that " On the same pattern, these Rates will be made applicable for the calendar year 2005 to 2008 after reducing the same by 10% p.a on compoundable basis."==> What this means?

This seems that it will be applicable to all users from 2005 onwards.( Need to get clarification on this point).
But it is confirmed that It is going to make impact on all (old +new) Licenses issued after 1.1.2009.

As you said that by mistake you posted wrong File actually , i was raising the same, but before that I received your new post. any way that was applicable to Gurgaon and Manser region and it was implemented there on 18.4.2011.
Yes, Terms and Condition can be more or less. But we need to get final Terms and conditions for Fraidabad Region.

Secondly, This Notification talks about whole Faridabad. Pls read the Point #2 carefully.

Its divides the Faridabad in two parts. one on Eastern side of Agra Canal and Second on the Western Side.


Now Explore the options..

#1 Protest against the rise in EDC..at the HUDA administrator and DTP office at Faridabad.
(How many of u will Join to save you money??)
In Addition to this, Submitting Protest Letter to DC, HUDA administrator, DPR and T& CP.

#2 Legal Route against HUDA, DTP and T & CP.
(How many of you will come to join us at High court at Chandigarh, to Save your hard earned money?)


Pls come up some more options and keep in mind..that you are the end user and suffering due to negligence of Builder and Administrator.

So come forward and be united to fight for your rights....

That was what I referring to. Clearly, Govt. has now divided Faridabad into 2 parts, one across Canal (Neharpar/Greater Faridabad) and one before Canal. But, in RTI reply, they said that they consider Faridabad as 1 unit for calulation of EDC and refused to give break up of EDC.

So, Govt. has increased EDC charges in Greater Faridabad and decreased in Gurgaon. Now, the rates for both seem equal and are crossing Rs 200/sq ft which is a significant increase. If we add 10% IDC, amount becomes even more.

An excellent article on calculating EDC is below. It also explains 10% formula for calculation of EDC for previous and subsequent years. All projects after 2004 have been affected (So, all projects in Neharpar/Greater Faridabad)

Regarding what was the old rate of EDC for Faridabad, I am having HUDA document which says that EDC charges for Group Housing Scheme with 400 PPA as on 31-12-2002 was Rs 65.23 lacs per gross acre which has now been revised to 232.84 lacs per gross acre which is an increase of almost 4 times in about 6 years. Please refer to point 4 in attached page taken from HUDA website.

Who are sufferers? We the buyers. In 2008, HUDA was getting land at 16 lakhs per acre from farmers but it kept on delaying and neglecting the area. Result is that they are paying now 45 lakhs per acre in 2011.

We should oppose this steep increase in EDC for no fault of us.

Thanks a lot.

Still..I'm not seeing any major breakthrough response from our members..

I think, all are accepting this and they are ready to make any unjustified demands either from builders or Govt agencies....

We can fight for Rs 10/- with Vegetable vendor or Auto Ricksaw driver, but can't fight with Builder or Govt agencies who are charging Rs 1.0 to 2.0 Lacs more....

Anyway, it’s your money...It’s all depends on you whether do you want to safeguard your money or will easily let that go to pockets of corrupt builders and govt officials..

Think and act.....

Hi. Whats the cut off date for levy of the new EDC? As per the article it seems 1/1/2009. I checked with RPS, they inform that it will be only on new sale.

Pls find news article from " INDIAN EXPRESS" published today(11.6.2011), regarding the Huge EDC amount unspent by HUDA in Gurgaon region and they are enjoying that amount.
This comes before the Haryana and Punjab high Court at Chandigarh.

pls refer the attached file for complete details.

This woudl be the same for HUDA Faridabad also, we have given EDC charges long back, but Develeopment in that area is "Zero".
Where our money gone??

I concur with Ajay
In India legal action is the only recourse for anything and everything.
The authorities only do lip service for us and nothing is going to come out of it and we may lose valuable time in the bargain.
Let us contribute to hire a competent lawyer and get on with it ASAP
Ditto for other issues also - now that we are united.

If anybody has clarity on the exact implications in terms of what all will be the additional payout then plz post it here, so that all the members understand the financial impact this will have and then come together to fight it out.
Broadly, people have either invested in plots or flats/ floors, so implication can be defined based on the year of investment, i.e. 2005 to 2009 and onwards. So, for these specific years what will be additinal payout,per sq yard for the plots and per sq ft for flats. This will be helpful.
