Sub – Information under Right To Information Act 2005 called by Shri Alok Gupta

Enclosed please find herewith the application received from Shri Alok Gupta, dt 16.02.2010 under RTI Act-2005 regarding electricity connection for RPS Savana, Sector-88, Neharpar, Faridabad.

The information seeker has asked to supply the various information under RTI regarding electricity connection for RPS Savana (copy attached). The complete case regarding the approval of electrification plan of M/s RPS Infrastructure Ltd., Sector-88, Faridabad was sent to your office in quadruplicate vide this office Memo No. Ch. 10/OF/1268/KK dt 02.12.08 but till date, the files have not been received back by our office. Untill and unless the files are received to this office, the complete information to the information seeker cannot be supplied. Moreover as informed by consumer, the electrification scheme of RPS Residential complex at Sector-88, Faridabad has been sanctioned by CGM/Comm., DHBVN, Hisar Office Memo No. Ch.6/GMC-21/07/SOL dt 24.7.09 addressed to CGM(OP), DHBVN, Delhi (copy supplied by consumer to this office) but the original sanction letter alongwith case file is not received by this office.

You are requested to look into the matter at your personal level and arrange to send the file alongwith original sanction letter to this office so that reply of information asked by Shri Alok Gupta under RTI Act may be given.

Matter may please be treated as most urgent.

Sub:- Application under RTI Act-2005 - electric connection of RPS for RPS Savana, Sector-88, NeherPar, Faridabad.

Reference your application dated 16.2.2010.

The point wise reply is given as under:

1. Has the builder RPS INFRASTRUCTURE LTD , applied for an electricity connection for their project RPS Savana in Sector 88, Naharpar, Faridabad?

Ans: The Builder, RPS Infrastructure Ltd. Has applied for the approval of electrification plan for their project RPS Savana vide their letter No.1 APP29153/NDS dt. 29.7.08. They have not applied for any electricity connection as yet.

2. Please provide a copy of the application for electricity connection by RPS INFRASTRUCTURE LTD for providing electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: The Builder, RPS Infrastructure Ltd. Has not applied for any electricity connection for their project, RPS Savana, Sector-88, NeherPar, Faridabad. However, they have submitted the electrical layout plan for approval from DHBVN.

3. Please provide the date of application for electricity connection by RPS INFRASTRUCTURE LTD for providing electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: As already intimated that the Builder has not applied for electricity connection for their project, RPS· Savana, Sector-88, Faridabad.

4. Please confirm whether as per the rules and regulation of DHBVN, Is there any binding on DHBVN to provide the electricity connection to RPS Savana within a stipulated timeframe? If YES, please provide the timelines binding on DHBVN for providing the electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad.

Ans: As already intimated that the Builder has not applied for any electricity connection with DHBVN till date for their project, RPS Savana. The electrification plan submitted by the Builder has been approved by CGM/Comml., DHBVN, Hisar Memo NO.Ch.61IGM/C/21/07/S0L dt.24.8.09. Once the load is sanctioned, the DHBVN is bound to release the load as per terms & conditions of the sanctioned letter issued by the competent authority. The load of the consumer is sanctioned by the competent authority of DHBVN subject to availability of the load from where it is to be released.

5. Please provide the detailed list of activities to be carried out by DHBVN for providing the electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad.

Ans: M/s RPS Infrastructure Ltd. has not applied for any electricity connection for their project RPS Savana, Sector-88, Faridabad. There is no such activity to be performed by DHBVN to provide elecy. connection in the present scenario.

6. Please provide the detailed status report of development activities being carried out for providing electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad.

Ans: M/s Savana Infrastructure Ltd. submitted the electrical layout plan for their project RPS Savana, Sector-88, Faridabad which has been sanctioned by the competent authority of DHB\tN i.e. CGM/Comml., DHBVN, Hisar vide Memo No. Ch.611GM/C/21/07/S0L dt.24.8.09 (copy enclosed). The terms & conditions under which the supply will be released to RPS Savana are mentioned in the sanctioned letter.

7. What is the fee asked from RPS INFRASTRUCTURE LTD for providing electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: Till date no electricity connection has been applied by the Builder for this project. The involved charges cannot be intimated at this stage as it depends upon the volume of load which is required by the consumer.

8. What is the MW rating of the connection applied for by RPS INFRASTRUCTURE LTD for providing electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: The Builder has not applied for any electricity connection with DHBVN for their plroject RPS Savana. However, the electrical layout plan has been approved for their project RPS Savana for 30530KVA(30.5 MVA).

9. When will the electricity connection be given to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: The electrical layout plan has been approved for their project RPS Savana, Sector-88, Faridabad with certain terms & conditions. The electrical layout plan has been approved for releasing the connection at 66KV level i.e. the load shall be released after the creation of 66KV Substation by the Builder RPS Savana and subject to the
augmentation of 66KV Substation A-4 Sector-18 to 220KV SIS GIS A-4. When the sufficient infrastructure will be available and load will be sanctioned by the competent authority, the same will be released by DHBVN.

10. What are the reasons for delay on the side of DHBVN for providing the electricity connection to RPS Savana, Sector 88, Neher Paar, Faridabad?

Ans: There is no delay on behalf of DHBVN. The work will be carried out as per instructions of the Nigam and sanction received from the competent authority from time to time. Moreover, M/s RPS Savana has not applied any load till date for their project RPS Savana, Sector-88, Faridabad.

11. What are the formalities that the builder RPS INFRASTRUCTURE LTD has to undertake to get the connection?

Ans: The RPS Infrastructure Ltd. has to comply with the instructions laid down in the approved electrical layout plan. They will have to apply the load with DHBVN for sanction and release.

12. How much estimated expense will RPS INFRASTRUCTURE LTD incur to meet these formalities?

Ans: It cannot be estimated at this stage. However, the Builder has deposited RS.10000- as processing fee for the approval of electrical layout plan on dt.29.7.08.

13. What is the status of the activities that RPS INFRASTRUCTURE LTD has to undertake to get the electricity connection?

Ans: As per Point No.11.

14. Is there any delay from the builder RPS INFRASTRUCTURE LTD in meeting these formalities? If so, please give information in detail.

Ans: M/s RPS Infrastructure Ltd. will comply the terms & conditions laid down in the approved layout plan. They will construct their 66KV Substation in consultation with HVPN Dept. and also apply the load which they want for their project RPS Savana.

15. Please provide the connection diagram for providing electricity to integrated townships in Sector 88, Neher Paar, Faridabad.

Ans: The copy of approved layout plan can be received from this office by depositing Rs. 5OO- as the paper on which the connection diagram available is not a normal size.

Great job Mr. Alok.
These details will help to counter the resigns for delay from RPS side which the say out of their control.
We can also get hold of the sanction layout / plans for Savana from HUDA and Fire authority so that we can under stand the supper area loading in detail and most important Seismic load ( Zone ) consideration and fire protection measures.
