Industry faces plot resumption threat

GURGAON: The dilemma over whether or not to pay enhancement money – and what amount – is not an easy one to cast away for IMTManesar’s industrialists. The issue is rife with controversy, with one section of the industrial community calling the demand for enhancement money illegitimate, while urging the local industry authority, HSIIDC, to incur the inflated costs that are mandated by the Supreme Court order.
And amidst the confusion, some are now alleging that the industry authority has begun issuing plot resumption threats to those who deny compliance and refuse to pay the full amount as enhancement costs. “Notices of resumption are issued to the allottees who have not paid enhancement,” said B B Sharma, general secretary of the Chamber of Industry of Udyog Vihar, who has circulated notes to fellow industrialists in the region asking them to ‘unite and revolt’ against the ‘ghost of enhancement.’
In the notices sent, the industry authority is said to have demanded an undertaking from the plot owners that commits them to pay the enhancement money in the future. “Furnishing the undertaking in the provided format is a conspiracy for camouflaging the future legal options available to entrepreneurs. Therefore, it would be wise to think twice before submitting the undertaking, which is sure to prove suicidal for the allottees,” said Sharma.
The detractors in both Gurgaon and Manesar have maintained that liability to defray the revised land costs – in other words, enhancement money – should be HSIIDC’s, simply because the profits on the price of land were made by this body back when the acquisitions were made.
