Gurgaon housing society gets notice on irregularities

GURGAON: The Assistant Registrar Cooperative Group Housing Office has issued a notice to the management committee of City Group Housing Society, Sector 55, seeking details of the society’s finances and of the sale of shops that were constructed in the colony.

In the notice dated 29 August 2013, a copy of which is with TOI, the management committee has been asked to reply to eight pointed queries relating to the society. The members of the society had submitted a complaint to the assistant registrar cooperative office alleging large-scale financial irregularities and violation of society rules.

The members had also complained about the parking facility in the colony. The management, in the notice, has been asked about the number of members along with the details such as flat number and parking number. Among the most glaring building violations the members had alleged was the one relating to construction of shops that were sold and allotted in past.

The management committee has now been asked to provide the list of the people who were allotted and the price at which the shops were sold. Vikas Bhalotia, a member who spearheaded the campaign against the management committee, said: “No one knows who constructed the shops; why they constructed them; at what price the shops were sold; and lastly where did all the money that accrued from the sale go. The accounts of the society do not show anything.”

He also alleged that over the years the management committee had not been able to get an NOC from the fire department. “So in a nutshell, the colony has no NOC from civic agencies and the management committee has not shared any relevant information,” said Bhalotia.

Taking cognizance of the complaint, the assistant registrar has sought the exact status of the NOC of fire department and the compliance report of the audit carried out recently. Earlier, the management committee had been given sufficient time to appear and explain their position on each of the allegations made by the members. The notice stated that if the management committee failed to submit the information then the inquiry report would be submitted on the basis on the available record of the society. The notice also warned that if the responses to the queries were not submitted no further relaxation will be given to the management committee and the inquiry report would be submitted to the Assistant Registrar office to take further action.

Bhalotia said: “The issue of shop construction and financial discrepancies must be probed and suitable action taken and fresh election should be held under the watch of the registrar office.”
